Russia has significantly increased the frequency and geographic scope of mobile internet shutdowns, with over 650 local shutdowns reported in June alone. These disruptions have expanded beyond regions near the Ukrainian border to include areas as distant as Siberia and the Far East, affecting more than half of Russia’s regions.
Mobile internet shutdowns have become routine in Russia, impacting communication, banking and transportation services. Even Moscow and St. Petersburg have experienced outages, with residents reporting difficulties in receiving emergency alerts and maintaining mobile connections.
The shutdowns are attributed to security concerns, particularly following Ukrainian drone attacks that utilised Russian mobile networks for coordination. In response, Russian authorities have intensified restrictions, especially after Ukraine’s Operation Spiderweb in June.
Residents in affected regions, such as the Irkutsk region’s Usolsky District, have struggled with unreliable internet and phone service, forcing them to travel for basic connectivity and cash withdrawals, and struggling to, for example, call an ambulance. In St. Petersburg, mobile outages disrupted events like concerts and travel plans.

Cloudflare noted in a blog, “Based on our observations, Russian ISPs are using several throttling and blocking mechanisms affecting sites protected by Cloudflare, including injected packets to halt the connection and blocking packets so the connection times out. A new tactic that began on June 9 limits the amount of content served to 16 KB, which renders many websites barely usable.”
“The throttling affects all connection methods and protocols, including HTTP/1.1 and HTTP/2 on TCP and TLS, as well as HTTP/3 on QUIC,” Cloudflare added.
This should serve as a reminder for us all as the controligarchs‘ digital agenda becomes ever more pervasive. If we live our lives through the internet, they are able to block our access so that we are unable to live our lives. They are proving that they can not only block us individually, but they can also block entire towns, cities and regions at will.
