WHO member states kicked off one more attempt at finalising the missing piece of the pandemic treaty on Monday, with the Ebola outbreak injecting a fresh sense of urgency.

Wealthy countries and developing nations are at loggerheads in talks at the World Health Organization’s headquarters over how the pandemic agreement, adopted last year, will work in practice.

Though the treaty was agreed in May 2025, how its key mechanism would operate was left out to get the deal over the line.

The agreement’s Pathogen Access and Benefit-Sharing (PABS) system deals with sharing access to pathogens with pandemic potential, then sharing benefits derived from them such as vaccines, tests and treatments.

It was meant to be finalised long before May 2026, but progress has been agonisingly slow.

Negotiations have often gone late into the night, producing miniscule advances and leaving diplomats drained — especially those from small countries with only a handful of staff in Geneva covering every branch of the UN.

This two-week session until July 17 is the seventh such round of talks.

WHO chief Tedros Adhanom Ghebreyesus urged countries to grasp the nettle.

“You could have given up,” saying “that we will never agree”, Tedros told countries as the talks opened.

However, “you said we don’t agree yet, but we believe we can.”

“Please keep the destination in sight,” urged the UN health agency’s director-general.

“A future in which pathogen samples and information move quickly, without needless delay; and in which the benefits that come from them reach the people who need them most, fairly and in time.”

‘Danger can emerge from anywhere’

The Ebola outbreak in the Democratic Republic of Congo, declared in mid-May, is a reminder that the next pandemic threat could spring up from anywhere, Tedros said.

There have been 1,528 confirmed cases, including 492 confirmed deaths, in DR Congo, and the outbreak has spilled over into neighbouring Uganda.

“Ebola may not be the next pandemic. But it is a reminder, a painful one, that the threat never truly goes away,” said Tedros.

The deadly hantavirus outbreak on a cruise ship, declared over on Thursday, also shows “danger can emerge from anywhere, at any time, in ways we don’t always expect”.

The outbreak on the MV Hondius, sailing the Atlantic Ocean, led to a global health alert affecting 33 countries and territories.

“Every month that this annex remains unfinished is a month the world stays less prepared than it could be. It is people — real people, real families — left less safe than they deserve to be,” said Tedros.

The pandemic agreement was struck after more than three years of negotiations sparked by the shock of Covid-19.

The accord aims to prevent a repeat of the disjointed international response that surrounded the coronavirus crisis, by improving global coordination, surveillance and access to vaccines.

Only once the PABS annex is complete will countries be able to start ratifying the treaty.

Lawrence O. Gostin is a global public health attorney. He has held high-level positions in the World Health Organisation and has been involved in drafting the controversial Pandemic Treaty and International Health Regulations (“IHR”) amendments.

“Lawrence Gostin seems to have been at the centre of every really bad public health effort over the past 25 years,” Dr. Meryl Nass writes.

Gostin was present during the WHO’s negotiations on the IHR amendments and played a key role in their adoption, with the US Health and Human Services Secretary threatening to walk away if the amendments were not adopted. And so, they were adopted.

“That’s how it happened. It should have failed. But the big bully came in and said he was taking his toys and going home if everybody didn’t cooperate,” Dr. Nass said.

In case you did not already know that the Biden administration and the Department of Health and Human Services were the leaders in carrying out the Globalist agenda, now you will.

Apologies for this long introduction, but Mr. Gostin has been my bête noir for the past 23 years, and it is extremely important to explain who Gostin is, what he has done, and the enormous influence he has had in the pandemic/bioterrorism landscape as a medical-legal “expert” on vast matters.

I talked about how Maurice Strong, and then Gro Harlem Brundtland almost singlehandedly brought the globalist climate-health agenda forward from around 1970. Lawrence O. Gostin’s name should be #3 in this list, beating out even Jeremy Farrar and Tony Fauci, who would be #s 4 and 5. These people created the architecture, the framework, the academic foundation from which the edifice of global governance through public health was created.

Lawrence O. Gostin is a global public health attorney (he used to call himself a public health attorney but now calls himself a global health attorney) who leads an Institute at Georgetown University. His career trajectory for at least the past 25 years has involved trying to centralise power over citizens via public health while restricting our human rights. He has a face and biography only a mother could love.

According to his Georgetown biography, and I left most of it out (emphasis added):

Prof. Gostin is the Director of the World Health Organisation Collaborating Centre on National and Global Health Law. He also currently serves on WHO’s Review Committee for amendments to the International Health Regulations (IHR).

The WHO Director-General has appointed Prof. Gostin to high-level positions, including the IHR Roster of Experts and the Expert Advisory Panel on Mental Health. He served on the Director-General’s Advisory Committee on Reforming the World Health Organisation, as well as numerous WHO expert advisory committees, including on the Pandemic Influenza Preparedness Framework, smallpox, genomic sequencing data, migrant health, mental health, NCDs, and gender, equity and human rights. He served on the WHO/Global Fund Blue Ribbon Expert Panel: The Equitable Access Initiative to develop a global health equity framework. He chaired the WHO Health and Migration Consultation on Knowledge and Research in Migrant Health, including the WHO Triple Billion Goals …

He has chaired National Academy Committees on national preparedness for mass disasters, health informational privacy, public health genomics, and human subject research on prisoners.

Commissioned by the White House, Prof Gostin currently chairs the National Academies Committee on Current State of Research, Development, and Stockpiling of Smallpox Medical Countermeasures.

Prof. Gostin co-chaired the Lancet Commission on Global Health Law, which proposed the foundational concept of the Legal Determinants of Health.

Professor Gostin has been at the centre of public policy and law through multiple epidemics from AIDS, SARS, and Influenza H1N1 to Ebola, MERS, Zika, and mpox. The Washingtonian Magazine lists Prof Gostin as the most influential 500 people shaping policy in America. He served on two global commissions to report on the lessons learned from the 2015 West Africa Ebola epidemic. He was also senior advisor to the United Nations Secretary General’s post-Ebola Commission. Prof. Gostin also served on the drafting team for the G-7 Summit in Tokyo 2016, focusing on global health security and Universal Health Coverage.

Throughout the covid-19 pandemic, Prof Gostin has worked with the White House, federal public health agencies, and governors in the United States, as well as the World Health Organisation, GAVI, and the World Bank. Gostin currently serves as a member of the Independent Panel for a Global Public Health Convention (PGPHC): “global leaders working to strengthen the world’s ability to prevent, prepare, and respond to infectious disease outbreaks before they become widespread pandemics.” Prof. Gostin also serves on the Panel for the Global Health Security Index – the world’s most comprehensive assessment of global health security capabilities in 195 countries. He chairs the O’Neill Institute/Foundation of the National Institutes of Health Global Consultations on a Pandemic Treaty in support of the World Health Organisation …

Prof. Gostin is a Member of the Council on Foreign Relations.

With CDC, Professor Gostin drafted and then lobbied for the Model State Emergency Health Powers Act (“MSEHPA”) in 1999-2001, for which he was paid about $1,000,000. How convenient for CDC to have a model draft ready and waiting before the anthrax letters attack, which Gostin is said to have updated after the letters were sent.

It was primarily the MSEHPA which gave state governors new dictatorial authorities to impose most aspects of the covid lockdowns. Wikipedia says 40 states passed a version of it. According to Wikipedia, critics of the MSEHPA noted the following:

The Association of American Physicians and Surgeons claimed that the draft used sweeping language to the extent that it “could turn governors into dictators” since the MSEHPA gave governors the authority to declare public health emergencies, and afterward force vaccinations on the general public without their informed consent. The deployment of state National Guards could be used to administer the vaccines or substances. Legal liabilities for drug companies which manufactured the vaccines and/or substances were removed. ACT-UP/San Francisco protested the MSEHPA, stating it was a potential assault on gay men who could be rounded up en masse as vectors of disease, and the leaders of ACT-UP were jailed for three months on anti-terrorism charges for their protest.

Lawrence Gostin seems to have been at the centre of every really bad public health effort over the past 25 years. And he has been at the centre of the WHO’s Pandemic Treaty and International Health Regulations (“IHR”) amendments negotiations. He writes articles to push them. He is in the room with the negotiators. He advises the WHO Director-General.

Today his university and his department held a webinar on bird flu and vaccines at which Gostin spoke. It was extremely interesting. Below is the programme, which expanded beyond bird flu. I hope it goes online so others can watch.

I will post later on the H5 vaccines.

But now I want to repeat what Gostin said about the WHO’s negotiation of the IHR amendments on 1 June, the final day of the World Health Assembly. Recall that the diplomats had been unable to make a deal. Below is as close to verbatim as I could make it, taking notes as fast as possible while Mr. Gostin spoke:

“The IHR negotiations were collapsing. We thought they would collapse. Then, US HHS Secretary Becerra came into the room and said the USA would be walking away from this if we didn’t adopt it now, on the very last day. And then they did.”

So that’s how it happened. It should have failed. But the big bully came in and said he was taking his toys and going home if everybody didn’t cooperate. Reminds me of Vice President Biden threatening Ukraine’s former Prime Minister that if the prosecutor investigating Burisma (where Hunter was on the Board) wasn’t fired in a couple of hours, Biden would be taking his billion-dollar deal home.

We now have IHR amendments that, while watered down, are still more intrusive than we like. President Trump will be able to reject them, hopefully along with the WHO and Pandemic Treaty negotiations. The January 2022 US proposal on the earlier IHR amendments was to give nations only 6 months to reject new amendments. Had the US been able to get that through (it couldn’t), then by the time Trump took office it would have been too late to reject them.

It’s so interesting to see how both the IHR and Pandemic Treaty negotiations over the past 3 years were both intended to get the documents in force before Mr. Trump could take office. Well, they failed.

Maybe 5% of the negotiations regarding the World Health Organisation’s Pandemic Treaty and amendments to the International Health Regulations (“IHR”) are about a trade agreement. The other 95% are about global control of information, pandemics and medicine through the World Health Organisation (“WHO”), says Dr. Meryl Nass.

In an article published at the end of last month, Nature wrote that for almost a year nations have been negotiating the terms of a Pandemic Treaty and the talks are due to conclude this year, but countries are poles apart on key issues. WHO’s Director-General Tedros Adhanom Ghebreyesus has recently acknowledged that the talks were in trouble, meaning that the deadline might not be met.

“The ideal outcome would be for high- and low-income countries to have the same access to life-saving vaccines, drugs and other tools to combat a global health emergency, at a fair and transparent price,” Nature wrote.

One of the ways Nature suggested this could be achieved was “funders could retain certain intellectual property (IP) rights to be used only when there’s a necessity to develop and distribute products equitably.”

The Nature article lamented that the latest version of the treaty text does not include, for example, the waiver of IP rights. “Some European countries say that the World Trade Organisation (WTO), not the WHO, is the organisation to host discussions relating to IP rights,” Nature explained.

A controversy over IP rights has ensued.

Five days later, on 5 February, Forbes reported that vaccine and drug IP protections are “under attack” as the WTO is considering a proposal this month that would waive IP rights for covid-19 therapeutics and diagnostics. “Doing so would undermine the interests of not just innovative American companies but patients worldwide who depend on them to churn out groundbreaking therapies,” Forbes wrote.

In 2022, the WTO’s member nations agreed to a TRIPS waiver for covid-19 vaccines. The argument was that developing countries lacked easy access to vaccines. They sought the ability to manufacture them cheaply to dispense to their own populations. But they needed the WTO’s member nations to give them permission to ignore the IP protections undergirding those vaccines.

No country has yet taken advantage of this waiver.

Unfortunately, that 2022 vaccine waiver opened the door to scrapping IP rights in other instances. Covid-19 therapeutics and diagnostics are the target this time around.

This multiyear assault on IP rights is troubling. Voiding patents didn’t get patients faster access to covid vaccines. And it won’t do so for covid tests or treatments. But it would have devastating consequences for medical research and development.

Reading between the lines, it seems that the reason for the Pandemic Treaty talks being in trouble is being sold as an “equity” problem that would be solved by a “multiyear assault” on drugs and vaccine IP rights.  In short, the reason the Pandemic Treaty negotiations are failing is being portrayed as the inability of developing nations to access cheap vaccines.

A week ago, a draft text of the Pandemic Treaty was released.  The text titled ‘Bureau’s text of the WHO CA+’ was drafted by the Bureau of WHO’s Intergovernmental Negotiating Body (“INB”). 

Which governments have been negotiating the draft?  The World Health Organisation would lead us to believe 194 countries have been involved.  But this is misinformation. It would appear none of our governments have been involved. 

So, who is WHO’s Bureau?

Note: The proposed Pandemic Treaty has been referred to by a variety of names, even by WHO, some of which are mentioned in this article.  But it is formally known as the “WHO CA+,” an abbreviation for “WHO Convention Agreement +.”

The word “pandemic” is not included in the name of the treaty.  And together with “+” at the end, could indicate it is a treaty that covers more than pandemics or health.  And it does.  By way of embedding the One Health approach into its text, the treaty becomes an all-encompassing global dictatorship over all life and the systems that support it.

Drafting and Approving the Pandemic Treaty Text

In December 2021, it was decided at a special session of the World Health Assembly to establish an Intergovernmental Negotiating Body (“INB”), representing all regions of the world, to draft and negotiate “a WHO convention, agreement, or other international instrument on pandemic prevention, preparedness and response” – now referred to as the WHO CA+.

The World Health Assembly convened a second special session in December 2021, where it established an Intergovernmental Negotiating Body (INB) … to draft and negotiate a WHO convention, agreement or other international instrument on pandemic prevention, preparedness and response, with a view to its adoption under Article 19, or under other provisions of the WHO Constitution as may be deemed appropriate by the INB. [Emphasis our own]

DRAFT Bureau’s text of the WHO CA+, Drafting Group of the Intergovernmental Negotiating Body to draft and negotiate a WHO convention, agreement or other international instrument on pandemic prevention, preparedness and response, 22 May 2023

In July 2022, at the second meeting of the INB, it was agreed that the WHO CA+ should be legally binding and contain both legally binding and non-legally binding elements. The INB Bureau was requested to develop and present to the INB a conceptual zero draft of the WHO CA+ for discussion.

As well as Article 19, INB identified Article 21 of the WHO Constitution under which WHO CA+ should be adopted.

In December 2022, at the third meeting of the INB, it was agreed that the INB Bureau, with support from the WHO Secretariat, would prepare the Conceptual Zero Draft (“CZD”) of the WHO CA+.  It was also agreed that the zero draft of the WHO CA+ be prepared.

The CZD presented a proposed structure of the elements for the future instrument.  “The CZD was intended to be a flexible, ‘living’ document, and was presented as a ‘bridge’ between the working draft presented at the second meeting of the INB and the future ‘zero’ draft of the WHO CA+.  In this regard, the CZD was not an official/formal draft of the WHO CA+, was not itself the ‘zero’ draft of the WHO CA+, and was not presented for ‘negotiation’, ‘agreement’ or otherwise to be ‘approved’ by WHO’s Member States,” WHO’s website states.

In March 2023, at the fourth meeting of the INB, the Zero Draft (“ZD”) of the WHO CA+ was considered. The Zero Draft was prepared by the INB Bureau with the support of the WHO Secretariat, based on the CZD and input received during the third meeting of the INB.

In April 2023, at the fifth meeting of the INB, the INB requested the INB Bureau provide a Bureau text to members of the INB Drafting Group no later than 22 May 2023.

The INB Bureau has now prepared the Draft Bureau’s text of the WHO CA+ for consideration by the INB Drafting Group in June 2023.

The INB presented a progress report to the 76th World Health Assembly held in May 2023.  INB will present a final outcome to the 77th World Health Assembly to be held in May 2024. In the period leading up to the 77th World Health Assembly, the INB will hold four additional sessions in the first quarter of 2024, as well as two additional sessions of the drafting group in 2023.

From the above, it seems the INB using various names – INB, INB Bureau and INB Drafting Group – are drafting, approving and moving the text of the Pandemic Treaty forward.  The only involvement outside the INB has been the WHO Secretariat and a progress report that was given by the INB to the 76th World Health Assembly.

The Secretariat of WHO is staffed by some 8000 “experts” and support staff.  It is headed by the Dictator General Tedros the Terrorist.  INB preparing a draft with the “support of the WHO Secretariat” could mean WHO staff assisted with the typing.

However, going forward, the Bureau’s text of the WHO CA+ mentions the establishment of a Secretariat for the WHO CA+. The draft document states: “Secretariat functions for the WHO CA+ shall be provided by the World Health Organisation in cooperation with the Food and Agriculture Organisation of the United Nations, the World Organisation for Animal Health and the United Nations Environment Programme.”

It is no coincidence that the Pandemic Treaty will have the same agencies directing operations that are leading the One Health agenda – WHO, the United Nations’ Food and Agriculture Organisation (“FAO”), United Nations Environment Programme (“UNEP”) and the United Nations’ World Organisation for Animal Health (“OIE”) – because the One Health ideology is embedded in the Pandemic Treaty.

So, who makes up the INB?

We were unable to find a list of the members of INB on WHO’s website.  But we did find minutes of its meetings which show the “participants.”  And we were able to confirm who chairs the Bureau by browsing articles on WHO’s website.

According to minutes of the latest meeting of the INB in April 2023, the INB Bureau consists of six people:

• Ms Precious Matsoso (South Africa) former Director General of the National Health Department of South Africa, INB Bureau co-chair, representing Africa.
• Ambassador Tovar da Silva Nunes (Brazil) Permanent Representative of Brazil to the United Nations Office, representing the Americas
• Dr Viroj Tangcharoensathien (Thailand) Advisor to the Ministry of Public Health, representing South-East Asia
• Mr Roland Driece (Netherlands) Director of International Affairs at the Ministry of Health, Welfare and Sport, INB Bureau co-chair, representing Europe
• Mr Ahmed Salama Soliman (Egypt) representing the Eastern Mediterranean region
• Mr Kazuho Taguchi (Japan) representing the Western Pacific region.

And the INB Secretariat consists of seven WHO representatives:

• Dr Jaouad Mahjour, Assistant Director-General, Emergency Preparedness
• Dr Olla Shideed, Executive Officer, Emergency Preparedness
• Ms Anne Huvos, Unit Head, Pandemic Influenza Preparedness
• Mr Steven Solomon, Principal Legal Officer
• Mr Kenneth Piercy, Senior Legal Officer
• Mrs Paidamoyo Takaenzana, External Relations Officer, Governance Unit

These 13 people are drafting, approving and driving the text to be included in the Pandemic Treaty. That is to say, they are drafting and then approving their own draft.  When INB has finished drafting and approving, they will present the finished product to the World Health Assembly to be ratified.

The draft Pandemic Treaty includes, for example, a section on “communication and public awareness” which is essentially an attempt to control the narrative and an attack on freedom of speech, globally. Article 18 of the Bureau’s text of the WHO CA+ states that countries who sign up to the Pandemic treaty shall “strengthen … access to information on pandemics and their effects and drivers, combat the infodemic, and tackle false, misleading, misinformation or disinformation, and including through promotion of international cooperation.”

When WHO announced the outcome of the INB meeting in April, it stated “Ending [6 April], discussions on the draft pandemic accord [WHO CA+] took place during the fifth meeting of the Intergovernmental Negotiating Body (INB), which includes WHO’s 194 countries.”  But 194 countries were not present at INB’s meeting.

You can watch a video recording of the meeting on WHO’s website HERE.  At timestamp 13:24, shortly after the Bureau’s co-chair Ms Matsoso sang a little song “I declare this meeting suspended,” the camera zooms out so all the attendees are in view.  This, according to WHO, is what 194 countries being involved looks like:

According to the minutes, six people – six members of the INB Bureau – who are not all government officials but rather “represent” the regions of 194 countries were present.  That is not the same as “including” 194 countries.  The 194 countries do not attend INB’s meetings nor are they involved in approving INB’s texts.

Whoever writes WHO’s announcements is a master at twisting facts so that you and I are led to believe 194 countries are involved in the process.

WHO’s announcement goes on to say that “in parallel with the pandemic accord negotiations, governments are also discussing more than 300 amendments to the International Health Regulations (2005) (IHR).”  Based on their manipulation of the truth earlier in the announcement we have to ask: which “governments,” in particular, is WHO referring to?

Another Conference of the Parties

There is one more notable point to make regarding who is involved with the WHO CA+ or Pandemic Treaty.  The Bureau’s text of the WHO CA+ repeatedly refers to the “Conference of the Parties.”  Conference of the Parties is mentioned 72 times, compared to “WHO” which is mentioned approximately 37 times, ignoring mentions of “WHO CA+,” and “United Nations” 11 times.

A Conference of the Parties (“COP”) is described as the supreme governing body of an international convention – a treaty, a written agreement between actors in international law.  “The COP is the supreme decision-making body,” the United Nations states.  So, whenever they want to appear “supreme” they create a COP.  Wikipedia lists many Conventions that have COPs.

We are all familiar with the Conference of the Parties for biological diversity – the latest of which was COP15 with its harmful instruments, false solutions and private interests.

We’ll also be familiar with the Conference of the Parties on climate change – the latest of which was the hypocritical COP27 where John Kerry extolled the virtues of the Energy Transition Accelerator which is a global public-private partnership between the US State Department, the Rockefeller Foundation and the Bezos Earth Fund.

And we may have heard of the Kyoto Protocol, which had a COP in charge.  The same Protocol which the US Deputy Head of State at the 1992 Rio Climate Summit said: “A global warming treaty [Kyoto] must be implemented even if there is no scientific evidence to back the [enhanced] greenhouse effect.” The Kyoto Protocol ended in 2020 and morphed into the Paris Agreement to limit the increase in global temperatures to 1.5 °C.

Because these “supreme” bodies have proved so beneficial in the past, now they want a COP for the Pandemic Treaty.  The Bureau’s text of the WHO CA+, if enacted, establishes the COP.

The COP will comprise delegates from countries, “observers” from the UN and representatives from any private, public or non-governmental organisations as determined by other members of the COP. It will act as the third main committee of the World Health Assembly and will regularly review the implementation of the Pandemic Treaty. The first session of the COP will be held by WHO no later than one year after the WHO CA+ comes into effect.

Once established, the countries who sign up for the Pandemic Treaty will work through the COP.  For example, if a country wants to make amendments to the rules, it must submit them to the COP which will decide whether or not they will be made. Countries will also need to submit to the COP regular reports on the implementation of and compliance with the Pandemic Treaty.

If the Pandemic Treaty COP goes the same way as previous COPs we can expect nothing less than harmful instruments, false solutions and private interests taking charge of our lives.  But we can stop it coming into effect.  #ExitTheWHO.
