According to a report from KNAU Arizona Public Radio, officials in Coconino County issued a boil-water advisory Wednesday for the Doney Park community following a precautionary power shutdown by Arizona Public Service (APS) amid heightened wildfire risks.

The advisory affects residents in an area reliant on the Doney Park Water system, where power loss triggered a drop in  water pressure. Authorities urged people to use bottled water for drinking and cooking until further notice. General Manager Marc Twidwell of Doney Park Water confirmed the scope of the disruption.

Twidwell told KNAU the advisory impacted nearly 9,500 people. He explained that during APS’s Public Safety Power Shutoff, “pressure levels dropped below 20 psi for about four hours in four of their sixteen water zones.” That low pressure created a risk of non-potable water entering the system.

Crews responded aggressively on Thursday, flushing lines with chlorine and initiating a full 24-hour bacteria test. Twidwell indicated the advisory could potentially lift as early as Friday, depending on test results.

The water district lacks backup generators to sustain adequate pressure during outages and instead depends on elevated storage tanks for system pressure.

APS cut power for nearly 10 hours to roughly 6,000 customers in rural areas around Flagstaff on Wednesday, citing strong winds that threatened to spark wildfires by downing power lines.

This incident highlights vulnerabilities in water infrastructure during wildfire-driven shutoffs. Residents are advised to remain vigilant and follow updates from local water officials.

U.S. still depends on China, despite years of onshoring efforts.

The trade-war between the U.S. and China has forced server makers out of the People’s Republic, greatly reducing reliance of American companies on producers from Tianxia. However, China remains the world’s largest producer of electrical equipment that is required to build power infrastructure inside and outside of AI data centers. To that end, shortages of power delivery equipment, including devices from China and other countries, are slowing project timelines, Bloomberg reports.

Despite the unprecedented level of investment in AI infrastructure — Alphabet, Amazon, Meta, and Microsoft are expected to spend more than $650 billion in 2026 to expand AI capacity — close to half of the planned U.S. data center builds this year are projected to be delayed or canceled, according to Bloomberg. One major reason behind these setbacks is the availability of key electrical components — such as transformers, switchgear, and batteries — that are used both at data center sites and outside of them, as AI companies must expand grid infrastructure to supply enough power to their data centers. Meanwhile, grid infrastructure is also stressed by electric vehicles and electrified heating systems.

Approximately 12 gigawatts (12 GW) of data center capacity is expected to come online in the U.S. in 2026, according to data by market intelligence firm Sightline Climate cited by Bloomberg. Yet only about one-third of that capacity is currently under active construction because of various constraints.

Electrical infrastructure represents less than 10% of total data center cost, but it is as vital as compute hardware. A delay in any single element of the power chain can halt the entire project, which makes transformers, switchgear, and similar devices critical items despite their relatively small share of CapEx.

Due to high demand, lead times for high-power transformers have expanded dramatically in the U.S.: delivery typically took 24 to 30 months before 2020, but waiting periods can stretch to as long as five years today, according to Sightline Climate cited by Bloomberg. For AI data centers, this is a catastrophe as their deployment cycles are under 18 months.

To address shortages, companies are turning to global markets. As a result, Canada, Mexico, and South Korea became the biggest suppliers of high-power transformers for AI data centers to AI data centers. At the same time, imports of high-power transformers from China surged from fewer than 1,500 units in 2022 to more than 8,000 units in 2025 through October, according to Wood Mackenzie data cited by Bloomberg.

The volatility of exports from China does not end with transformers, as the PRC accounts for over 40% of U.S. battery imports, while its share in certain transformer and switchgear categories remains near 30%, according to Bloomberg.

Without resolving constraints in transformers, switchgear, and batteries, even trillions of dollars in AI investment may not translate into actual AI capacity, as deployments will depend on power infrastructure availability, not capital or compute hardware constraints.

Despite a decade of reshoring initiatives, U.S. manufacturing capacity for electrical equipment remains insufficient, which means that AI companies continue to rely on imports even amid tariffs and national security concerns. Meanwhile, tensions between China and the U.S. threaten to further disrupt supply chains, which will raise costs and could delay deployments of advanced AI data centers.

WHO’s Pandemic Accords – the Pandemic Agreement and amendments to the IHR – are based on the flawed assumption that the risk of pandemics is rapidly growing, an assumption which are not supported by evidence.

Why are they, again, attempting to misinform and mislead the public?

Because the Accords will give WHO increased powers, allowing it to declare emergencies and commandeer resources from sovereign states.  It also includes clauses on “misinformation” and “disinformation” which will allow for censorship of any dissenting voices, so the public won’t be given the chance to know that they’re lying about it.

Please note: The Pandemic Agreement has been called various names over the years.  It has also been referred to as the Pandemic Treaty, Pandemic Accord and WHO Convention Agreement + (“WHO CA+”). 

The World Health Organisation’s (“WHO’s”) Pandemic Agreement was formally adopted on 20 May 2025 at the Seventy-eighth World Health Assembly in Geneva, with 124 member states voting in favour and 11 abstaining, including Poland, Israel, Italy, Russia, Slovakia and Iran.   The United States did not participate in the vote due to its decision to withdraw from WHO.

The Agreement establishes a Pathogen Access and Benefit-Sharing (“PABS”) system to ensure rapid sharing of pathogen data, enabling faster development of vaccines and treatments.  The Agreement will not go into effect until an annexe on this sharing of pathogenic information is agreed.

Nevertheless, the Agreement is in the process of being negotiated and prepared for signature and ratification at the Seventy-ninth World Health Assembly in May 2026.  On ratification by member states, it will be legally binding.  It requires only 60 ratifications for it to enter into force.

What happens if a country does not comply after it has entered into force?  As WHO threatens:

It is up to WHO Member States to decide on compliance mechanisms. It is a general principle of international law that once an international law instrument is in force, it is binding on the parties to it, and that parties to it undertake to implement it in good faith.

As part of the broader pandemic preparedness framework is the amendments to the International Health Regulations (“IHR”), which WHO has been steadily moving towards imposing on the world.  Member states had until July 2025 to formally reject these amendments.

WHO Pandemic Accords Are Badly Flawed

The decades-old International Health Regulations, as amended last year, came into effect on 19 September. A new Pandemic Agreement, adopted in May, will be opened for signature after a pathogens access and benefits sharing deal that is expected to be reached next year. The WHO Pandemic Accords, as the two documents are known, are a good example of the type of global governance initiatives on which there is a consensus among technocratic elites, but against which there is a rising populist revolt. Two other examples that were mentioned by President Donald Trump in his  UN address on 23 September are immigration and climate change. The speech was a wide-ranging defence of national sovereignty against globalism.

Flawed Assumptions

Yet, pandemics are rare events that, compared to endemic infectious and chronic diseases, impose a low disease burden. The rationale for the Accords rests on the false understanding that the risk of pandemics is rapidly growing, predominantly from increasing zoonotic spillover events in which pathogens move from animals to humans. Well-founded suspicion that covid arose from gain-of-function research and a lab leak negates the second part of this justification.

The assumption of increasing pandemic risk is also undermined by work from the University of Leeds. They show that the reports of the WHO, World Bank and G20 that back the pandemic agenda don’t support the agencies’ claims. Data show reducing mortality and outbreaks in the decade prior to 2020. Much of the recorded “increase” in episodes reflects improved diagnostic technologies, not more frequent and more serious outbreaks.

Previous major epidemic diseases like yellow fever, influenza and cholera continue to decline overall. The historical timeline of pandemics shows that improvements in sanitation, hygiene, potable water, antibiotics and other forms of expanding access to good healthcare have massively reduced the morbidity and mortality of pandemics since the Spanish flu (1918–20) in which fifty million people are believed to have died.

According to Our World in Data, in the 105 years since the Spanish flu, a grand total of 10-14 million people have died in pandemics, including covid-19. To put this in perspective, in 2019 alone, nearly eight million people died from non-covid infectious diseases. Another 41 million deaths were caused by non-communicable diseases. In the five years 2020–2024 inclusive, 7.1 million covid-related deaths were recorded. Projecting the trendlines from 2000–2019, in the five years 2020–24, we could have expected a total of around 35 million deaths from non-covid infectious diseases and another 220 million from non-communicable diseases; that is, chronic diseases.

Calculations by Leeds University’s REPPARE project also show how key claims of massive costs from pandemics are inflated, whilst the costs of endemic infections are downplayed. Establishing a dedicated, treaty-based and resource-intensive international machinery to prepare for a low-burden disease of infrequent outbreaks will distort public health priorities and divert scarce resources and finite attention from more urgent health and other goals. This is bad public policy that fails the basic test of cost-benefit analysis.

Expanded Powers and Increased Resources for the WHO

Covid saw a successful bureaucratic coup that displaced elected governments with unelected experts and technocrats as de facto policy-makers. The Pandemic Accords provide the WHO legal authority to declare an actual or apprehended emergency and the power thereafter to commandeer resources for itself from sovereign states and redirect resources funded by the taxpayers of one country to other states, on the basis of what the WHO chief alone considers simply a risk of potential harm.

Many governments argue that other issues like climate change, gun violence and racism also constitute public health emergencies. These would expand the WHO’s remit even more. In addition, the pandemic treaty commits to a One Health Approach that includes animal health.

At a time of growing public disquiet about the expansion of the administrative state and its export to the world stage, the accords put in place requirements to add still more planks to the scaffolding of international health governance. These include a committee of states parties, and a technical subcommittee, to meet biennially to oversee implementation; entities to serve as a national “Authority” and a “Focal Point” for the implementation and coordination of health measures within countries; consultations with Indigenous populations; and yet another conference of parties (“COP”) that will meet every five years to review and strengthen treaty implementation.

Countries are further required to submit periodic reports on implementation measures, maintain or increase pandemic funding and mobilise additional resources for developing countries. To this end, a coordinating financial mechanism will be established. The treaty also requires states to put in place expedited regulatory review and authorisation of pandemic-related health products, the controversies attending emergency-use authorisation of the mRNA covid vaccines notwithstanding.

Furthermore, clauses on misinformation and disinformation will lead to censorship, once again despite the harmful and enduring legacy of this during covid. The reality of dissent, diverse opinions and robust scientific debate was kept hidden from the people who no longer trust governments and experts, like they largely did before covid, to level with them.

Jay Bhattacharya, speaking at the National Conservatism Conference in Washington, DC, on 3 September as the director of the National Institutes of Health, recalled that in 2020–21, among his scientist friends, there:

“were a lot of diverse opinions. But the problem was that the scientific debate you deserved to hear in 2020 and 2021 – you were denied, because the free speech guarantees that this country normally has were taken away … The First Amendment was effectively a dead letter during the pandemic.”

The WHO believes in “the science of managing infodemics” (my emphasis). Its role as a lead participant in the worldwide censorship industrial complex comprising governments, academia, legacy media, social media and technology platforms has imposed a high cost on the WHO in eroded public trust. The core problem is mistrust, not misinformation. Managed information is not the solution. On the contrary, it will worsen the pathology.

Judgment of History

It is impossible to know how the covid experience will be assessed by historians in the fullness of time on the criterion of informed consent, a bedrock principle of medical ethics. In a very real sense, the selective and manipulated release of data ensured that informed consent was corrupted into misinformed and disinformed compliance. The steep age gradient of the mortality risk profile from the disease was known, or should have been known, by any diligent public health authority and expert. Deliberately ignoring that and the attendant strategy of policies targeted towards the high-risk groups, universal fear was ramped up to off the chart on the Richter scale of panic with breathless daily press briefings on new cases, hospitalisation, deaths and containment measures.

Absolute risk reduction was conflated with and collapsed into relative risk reduction in highlighting the “95 per cent efficacy” of vaccines. The same with regard to the great variability across continents. Heroic assumptions were made on the benefits of pharmaceutical and non-pharmaceutical interventions as against the absolute worst-case doomsday scenarios of not going soon, hard and long in responding to the grossly inflated threat.

Those responsible for the irresponsible fear-mongering have not been held to account. Instead, chief health officers in charge of the pandemic response received public veneration, promotions to governorships and high national honours, while their critics, even those whose dissenting voices have been vindicated by now, were vilified as immoral and dangerous, dismissed from service and the public square and remain mostly sidelined.

The WHO Pandemic Accords were negotiated by national and international public health officials and experts who shut down societies and imposed mask and vaccine mandates. The covid years gave them a taste of high-profile visibility and unprecedented powers to dominate public policy and media attention and issue commands that must be obeyed for entire populations, including putting everyone under house arrest under the euphemism of “lockdowns.”

They were deferred to with great respect by prime ministers and health ministers, courted and feted by the media, and lionised and venerated by the public. The personal and career interests of the public health clerisy were best served by convincing governments and people that the frequency and severity of pandemic risks are accelerating and intensifying. Building resilience into health systems against future pandemic shocks requires more resources and powers for health bureaucrats, technocrats and experts.

Or did we seriously expect them to say that pandemic risks are modest and can be adequately contained by existing budgets and institutional arrangements, and then to fade softly back into the shadows of pre-covid obscurity? To ask is to answer.

There is, and has been throughout history, an elite that runs countries and the world, Col. Fletcher Prouty said in a 1992 interview.  Recognising the existence of this international power elite is essential to understanding the current situation. 

On 11 November 1992, Jeff Steinberg, the counter-intelligence editor for Lyndon LaRouche’s Executive Intelligence Review (“EIR”), interviewed Colonel Fletcher Prouty (Ret.).  The interview covered a wide range of topics related to the Cold War, including the Cairo Conference, the preparation for the Cold War in the waning years of World War II, the conditions leading to the Vietnam conflict, the Bay of Pigs, the chaotic situation in South Vietnam, the assassination of John F. Kennedy and President Johnson’s deathbed confession.

L. Fletcher Prouty, also known as Colonel Fletcher Prouty, was a retired colonel in the United States Air Force who served as Chief of Special Operations for the Joint Chiefs of Staff under President John F. Kennedy and was the real-life character upon which the figure of “Mr. X” in the 1991 Oliver Stone movie ‘JFK’ was based.  He was a distinguished career military officer, historian, author and expert on the international railroad industry.  His books include ‘The Secret Team’ (1973) and ‘JFK, the CIA, and the Plot’(1992).  Col. Prouty died in 2001.

Republishing the 1992 interview with Col. Prouty in 2013,  LaRouche commented: “This 1992 interview has excellent insights into the ongoing fight against oligarchy that we are involved in.  Colonel Prouty gives us a look at the inner workings of the US intelligence community from the inside. If you don’t have time to read his book, ‘The Secret Team: The CIA And Its Allies In Control Of The World’, watch this video. His description of the period after WWII leading into the Vietnam War is critical for Americans to understand.”

In his book ‘The Secret Team’ Col. Prouty referred to the “international power elite,” a group of powerful figures who have controlled history from behind the scenes using propaganda schemes to shape the world and influence decision-making.

Col. Prouty explained that the concept of the international power elite is not a conspiratorial theory but rather a recognition of the fact that powerful individuals and groups have always played a significant role in shaping history, and that this phenomenon continues to the present day.  To prove this point, he gave the example of lobbyists and other special interest groups exerting influence over governments and legislation.

The idea of a powerful elite controlling world events is not new, and has been acknowledged by historical figures such as British statesman Benjamin Disraeli and Chinese emperor Sun Xiu, who noted that the general public is often unaware of the true forces at work behind government.  Recognising the existence of this elite is essential to understanding the current situation, Col. Prouty said.  “There is, and has been throughout history, an elite that runs countries and the world.”

To explain what the powerful elite’s worldview is, Col. Prouty used Thomas Malthus as the example.

Thomas Malthus was an English economist and demographer who lived from 1766 to 1834.  He is best known for his theory that population growth tends to outpace the food supply, leading to hardships and calamities such as famine, disease and war.  Malthus’ worldview is representative of the power elites’ worldview.

During Malthus’ time, Col. Prouty explained, the British Empire had been built on the control of the sea and, knowing that its surface is finite, had begun to inventory the Earth.  Led by Malthus, who taught at the East India Company’s Haileybury College, the inventorying of the Earth involved identifying the sources of various resources, such as tin and iron, and mapping the world, which in the process led to the discovery of different types of people and races.

Mapping where things and people are in the world “[is] a very important function, but it leads you to one more thing that has governed the relationship between countries ever since then – because Malthus came up with this idea that the population is growing ever so much faster than the ability to raise food and therefore it wouldn’t be long before mankind would run out of food,” Col. Prouty said.

Malthus’ idea that the population is growing faster than the ability to raise food, combined with Darwin’s theory of the survival of the fittest, provided a convenient justification for colonialists to kill off large numbers of people, as they were seen as not being fit to survive, and this ideology backed up the concept of proprietary colonialism.

Proprietary colonialism refers to a form of colonial governance where people or groups, known as proprietors, are granted commercial charters by the crown to establish and manage overseas colonies. These proprietors had significant authority over the colonies, including the right to appoint officials, make laws and collect taxes, often acting almost as independent sovereigns within their territories.

Proprietary colonies were distinct from Crown or royal colonies, where the Crown directly appointed officials, and charter colonies, which operated under a corporate charter given by the Crown. Proprietary colonies were commercial enterprises established under the authority of the crown, and proprietors had responsibilities to both the crown and shareholders to ensure the security and profitability of the colonies.  Several proprietary colonies were established in North America in the 17^th century.

Both Malthus’ and Darwin’s theories were propaganda.  Nevertheless, supported by these two theories, the concept of proprietary colonialism swept the world from the 19th century onwards and still has an impact today, as seen in events such as the Vietnam War, where hundreds of thousands of people were killed and the feeling was that it didn’t matter because they wouldn’t have lived anyway.
