<h3 class="wp-block-heading"><strong>EU’s Technocratic Border Controls</strong></h3>
<p class="has-text-align-justify">On 30 July, the EU Commission published <a href="https://ec.europa.eu/commission/presscorner/detail/en/ip_25_1920">a press release</a> about “the progressive start of operations of the EU’s Entry/Exit System (EES)” which will be launched on 12 October.  This new EES will affect all non-EU nationals who travel to <a href="https://travel-europe.europa.eu/en/ees/what-is-the-ees">29 European countries</a> that make up <a href="https://www.consilium.europa.eu/en/policies/schengen-area/">the Schengen area</a>.</p>
<p class="has-text-align-justify">“The EES is an advanced technological system that will digitally record the entries and exits of non-EU nationals … It will capture biometric data, such as fingerprints, facial image, and other travel information, gradually replacing the current system of passport stamping,” the press release states.</p>
<p class="has-text-align-justify">Going on to say, “From 12 October onwards, Member States will start introducing the EES gradually over a period of six months. Border authorities will progressively register the data of third country nationals crossing the borders … At the end of this period, the EES will be fully deployed at all border crossing points.”</p>
<p class="has-text-align-justify">Highlighting this new development in the article ‘<em><a href="https://fackel.substack.com/p/travel-notice-eu-to-launch-new-entryexit">Travel Notice: EU to Launch New Entry/Exit System on 12 Oct. 2025</a></em>’, Epimetheus summed it up, “It’s just like <a href="https://fackel.substack.com/p/whither-europe-1-normalising-covid">the Covid Passport sh*tshow</a> all over again.”</p>
<p class="has-text-align-justify">Along with forcing visitors onto a biometric surveillance system, the EU Commission also plans to increase its entry permit fees.  Epimethieus highlighted an article published by <em>Heute</em> last month (emphasis added):</p>

<p class="has-text-align-justify">The new EU entry system is scheduled to come into force at the end of 2026. As part of this, the entry fee is to be increased.</p>
<p class="has-text-align-justify">The EU Commission intends to increase the price of entry permits into the EU. Instead of the current seven euros, the price for the planned European Travel Information and Authorisation System (ETIAS) will be 20 euros in the future.</p>
<p class="has-text-align-justify">That increase from the seven euros estimated in 2018 is due, according to the Commission, to account for increased inflation and <strong>additional operating costs </strong>…  According to the Commission, the increased fee is based on entry systems in other countries. [So not cost-based but rather how much they think they can get away with.]</p>
<p class="has-text-align-justify">[ETIAS] is mandatory for non-EU citizens from countries that do not require a visa, including the UK, Canada, and the US.</p>

<p class="has-text-align-justify">The EU Commission’s recent press release also mentions ETIAS:</p>

<p class="has-text-align-justify">The EES is part of the EU’s <a href="https://home-affairs.ec.europa.eu/networks/european-migration-network-emn/emn-asylum-and-migration-glossary/glossary/smart-borders-package_en"><mark class="has-inline-color">Smart Borders package</mark></a>, which aims to improve the management of the EU’s external borders by using state-of-the-art technology and innovative solutions. The package includes the EES, the <a href="https://travel-europe.europa.eu/etias"><mark class="has-inline-color">European Travel Information and Authorisation System</mark></a> (ETIAS), and an extended and more harmonised use of the <a href="https://home-affairs.ec.europa.eu/networks/european-migration-network-emn/emn-asylum-and-migration-glossary/glossary/automated-border-control-abc_en"><mark class="has-inline-color">Automated Border Control</mark></a> (ABC) systems utilised by the Member States.</p>

<p class="has-text-align-justify">“When the EU Commission speaks of the Smart Borders ‘package’, what is meant is more than the things spoken about above,” Epimetheus said, going on to detail some information about the agency that is in charge of developing and operating the ETIAS and EES systems.</p>
<h3 class="wp-block-heading"><strong>Eu-LISA</strong></h3>
<p class="has-text-align-justify">The <a href="https://www.eulisa.europa.eu/">European Union Agency for the Operational Management of Large-Scale IT Systems in the Area of Freedom, Security and Justice</a> (“eu-LISA”) “manages large-scale IT systems that support the implementation of the EU’s policies.”  According to its website:</p>

<p class="has-text-align-justify">The Agency’s portfolio includes the European Asylum Dactyloscopy Database (<a href="https://www.eulisa.europa.eu/activities/large-scale-it-systems/eurodac"><mark class="has-inline-color">Eurodac</mark></a>), the Schengen Information System <a href="https://www.eulisa.europa.eu/activities/large-scale-it-systems/sis">(<mark class="has-inline-color">SIS</mark></a>), and the Visa Information System (<a href="https://www.eulisa.europa.eu/activities/large-scale-it-systems/vis"><mark class="has-inline-color">VIS</mark></a>).</p>
<p class="has-text-align-justify">eu-LISA’s mandate was broadened in 2018 to implement Interoperability between existing and new systems, including the Entry/Exit System (<a href="https://www.eulisa.europa.eu/activities/large-scale-it-systems/ees"><mark class="has-inline-color">EES</mark></a>), the European Travel Information Authorisation System (<a href="https://www.eulisa.europa.eu/activities/large-scale-it-systems/etias"><mark class="has-inline-color">ETIAS</mark></a>), the European Criminal Records Information System – Third Country Nationals (<a href="https://www.eulisa.europa.eu/activities/large-scale-it-systems/ecris-tcn"><mark class="has-inline-color">ECRIS-TCN</mark></a>), as well as the Joint Investigation Teams Collaboration Platform (<a href="https://www.eulisa.europa.eu/activities/large-scale-it-systems/jits-cp"><mark class="has-inline-color">JITs CP</mark></a>). In 2024, the Agency took over the management of e-Justice Communication via Online Data Exchange (<a href="https://www.eulisa.europa.eu/activities/large-scale-it-systems/e-codex"><mark class="has-inline-color">e-CODEX</mark></a>).</p>
<p class="has-text-align-justify">Systems and tools that are to be developed in the near future include the Advance Passenger Information Router (API), the Prüm II router for automated data exchange for police cooperation, and the EU Visa Application Portal (VAP).</p>
<p class="has-text-align-justify">Further to the evolution and development of individual systems, eu-LISA has been tasked with ensuring the interoperability of large-scale IT systems. <a href="https://www.eulisa.europa.eu/activities/interoperability"><mark class="has-inline-color">Interoperability</mark></a> and its components will provide faster and more reliable data to both border management and law enforcement authorities, be they at a desk or out in the field.</p>

<p class="has-text-align-justify">That’s a lot of information about any particular person collected and controlled by one agency. This should raise alarm bells for everyone, including non-EU citizens who choose to, or as part of their employment, travel to the EU.</p>
<h3 class="wp-block-heading"><strong>Eu-LISA’s Management</strong></h3>
<p class="has-text-align-justify">The head of eu-LISA, who Epimetheus says will take office on 1 October, is Tillmann Keber.</p>

<p class="has-text-align-justify">Keber is <a href="https://www.eulisa.europa.eu/about-us/organisation/top-management">taking over from Interim Executive Director</a>, Marili Männik, who was appointed on 16 August 2024.  Before Männik, <a href="https://web.archive.org/web/20240721063519/https:/www.eulisa.europa.eu/about-us/organisation/top-management">Luca Zampaglione acted as</a> Interim Executive Director for a month.  Before Zampaglione, there was <a href="https://web.archive.org/web/20240522204145/https:/www.eulisa.europa.eu/about-us/organisation/top-management">Agnès Diallo</a>, who stayed in the Executive Director role for a year, another Interim Director, <a href="https://web.archive.org/web/20230306224246/https:/www.eulisa.europa.eu/about-us/organisation/top-management">Luca Tagliaretti</a>, and <a href="https://web.archive.org/web/20221013150757/https:/www.eulisa.europa.eu/about-us/organisation/top-management">Krum Garkov</a>, who had been eu-LISA’s Executive Director from 2012 to 2022.</p>
<p class="has-text-align-justify">You can read a very brief biography for Garkov archived from eu-LISA’s website <a href="https://web.archive.org/web/20220929142413/https:/www.eulisa.europa.eu/Organisation/Documents/Krum%20Garkov.pdf">HERE</a>.  Worryingly, his <a href="https://www.linkedin.com/in/krumgarkov">LinkedIn profile shows</a> that he is now with <a href="https://fr.linkedin.com/school/grenoble-ecole-de-management/">Grenoble Ecole de Management</a> which offers 50 educational programmes in French and English that cover all levels of study from undergraduate to graduate, doctoral and continuing education.</p>
<p class="has-text-align-justify">Why have we gone through the trouble of tracing the directorship back to and highlighting Garkov?  Because of what he said in 2021.</p>
<p class="has-text-align-justify">Epimetheus highlighted a section from eu-LISA’s digital newsletter, ‘<em><a href="https://bits-bytes.eulisa.europa.eu/toc.html">Bits &amp; Bytes</a></em>’, which is no longer because in 2025, “it has become part an integral part of the eu-LISA website.”  In the third issue, Garkov said:</p>

<p class="has-text-align-justify">Epimetheus noted the three main aspects discussed in the third issue of <em>Bits &amp; Bytes</em>:</p>

<h3 class="wp-block-heading"><strong>Eu-LISA’s Partners</strong></h3>

<p class="has-text-align-justify">The above statement appears as if they are being transparent.  However, the only partners that eu-LISA goes on to give any details about are <a href="https://www.eulisa.europa.eu/about-us/our-partners/eu-agencies">EU Agencies</a>, <a href="https://www.eulisa.europa.eu/about-us/our-partners/jhaan-presidency">Justice and Home Affairs Agencies Network</a> (JHAAN Presidency), <a href="https://www.eulisa.europa.eu/about-us/our-partners/eu-institutions">EU Institutions</a> and <a href="https://www.eulisa.europa.eu/about-us/our-partners/member-states">EU Member States</a>.  There are no details on research organisations, non-governmental organisations or media that eu-LISA has partnered with.</p>
<p class="has-text-align-justify">So, Epimetheus has done a bit of digging and found a <a href="https://euagenda.eu/events/2025/06/11/eu-lisa-industry-roundtable-jun-2025-software-factories">June 2025 eu-LISA “Industry Roundtable”</a> being advertised on Facebook:</p>

<p class="has-text-align-justify">The second point in the description included in the image above reads: “Industry insights from Capgemini, Gartner, NTT DATA, Inc., Deloitte, Palo Alto Neighbours, SAS, Sopra Steria, Nutanix, Red Hat, Amazon Web Services (AWS), and Fortinet.”  Indicating these companies are at least collaborating with eu-LISA, if not a partner.</p>
<p class="has-text-align-justify">“With the exception of Sopra Steria, all listed companies have confirmed contracts with the US government … primarily in IT, cloud computing, cybersecurity, analytics, and/or advisory services,” Epimetheus pointed out. “Some companies – like <a href="https://www.potomacofficersclub.com/articles/list-of-top-government-contracts-won-by-amazon-web-services/">Amazon Web Services has CIA and National Security Agency (NSA) contracts</a> – while others, such as Palo Alto Networks, are similarly <a href="https://executivegov.com/articles/10-cybersecurity-company-contractors">significant US government contractors</a>.”  Epimetheus continued:</p>

<p class="has-text-align-justify">Why on God’s green Earth would the EU team up with these intelligence community-linked partners?</p>
<p class="has-text-align-justify">Well, the one reason is – intelligence cooperation, run through the private sector in the absence of any formal arrangements (that exist, such as Interpol).</p>

<p class="has-text-align-justify"><strong>If we allow the implementation of CBDCs, we will be handing control of all our transactions and decisions to central banks.  It will mean the removal of all our rights and freedoms.</strong></p>
<p class="has-text-align-justify">The ECB has been working on the digital euro for over five years. It is currently in the “preparation phase” which <a href="https://www.coindesk.com/policy/2023/10/18/digital-euro-project-moves-to-preparation-phase">started in November 2023</a>. The launch of the digital euro is <a href="https://www.ecb.europa.eu/euro/digital_euro/progress/html/ecb.deprp202412.en.html">the next phase</a>, which involves the actual rollout of the digital euro across the EU member states.</p>
<p class="has-text-align-justify">“The deadline for us [to make the digital euro a reality] is going to be October 2025 and we are getting ready for that deadline,” Lagarde said during a <a href="https://www.ecb.europa.eu/press/press_conference/monetary-policy-statement/2025/html/ecb.is250306~4307bd0941.en.html#qa">press conference on 6 March</a>.</p>
<p class="has-text-align-justify">“But,” she added, “we will not be able to move unless the other parties, the stakeholders as I call them – [European] Commission, Council and Parliament – actually complete the legislative process, without which we will not be able to move.”</p>

<p class="has-text-align-justify">As <a href="https://cryptonews.com/news/ecb-president-christine-lagarde-launch-of-digital-euro-in-october-2025/"><em>Crypto News</em> reported</a>, “Despite Lagarde’s confidence, some EU lawmakers remain doubtful. A <a href="https://www.reuters.com/markets/europe/eu-lawmakers-voice-doubts-about-digital-euro-after-ecb-outage-2025-03-10/"><em>Reuters</em> report</a> from 10 March suggests many question the feasibility and necessity of a CBDC. Concerns include government overreach, data privacy and the challenge of integrating the digital euro into the financial system.”</p>
<p class="has-text-align-justify">A year ago, <a href="https://www.linkedin.com/posts/christinelagarde_the-digital-euro-easy-safe-fast-reliable-activity-7120408323614543872-4Qze">Lagarde claimed on LinkedIn</a>, “We envisage a digital euro as a digital form of cash that could be used for all digital payments, free of charge, and that meets the highest privacy standards. It would co-exist alongside physical cash, leaving no one behind.”</p>
<p class="has-text-align-justify"><a href="https://expose-news.com/2025/01/18/ecb-is-looking-forward-to-2025/">Lagarde is a convicted criminal and eugenicist</a>.  So, it’s hardly surprising that we cannot take what she says at face value; her post on LinkedIn is a case in point.  Not only is Lagarde’s claim that a digital euro is a digital form of cash a fallacy but her claim that it would co-exist alongside physical cash was also a manipulative marketing ploy.</p>
<p class="has-text-align-justify">As <a href="https://archive.is/xHGwW">Forbes pointed out</a>, “While the Digital Euro is slated to ‘co-exist’ with cash, this also comes when EU nations are voting on ending end-to-end encryption (a critical digital privacy tool) and have started to restrict cash with limits being placed on how much you can spend in cash to accelerate its slow demise.”</p>
<p class="has-text-align-justify"><em>Forbes</em> had previously noted that central banks around the Eurozone cited the need for the digital euro because of the declining use of cash in society and the rise of private solutions such as cryptocurrencies.</p>
<p class="has-text-align-justify">Both reasons for needing CBDCs represent creating a problem to be able to implement “the solution.”  Not only are they helping to bring about the decline in the use of cash but cryptocurrencies, the second reason why CBDCs are “needed,” have <a href="https://expose-news.com/2024/02/06/cryptocurrencies-are-playing-key-roles-in-the-development-of-cbdcs/">played a key role in the development of CBDCs</a>.</p>
<p class="has-text-align-justify">An article written by Stavroula Pabst and published by <em><a href="https://unlimitedhangout.com/">Unlimited Hangout</a></em> last year described how major players in the crypto world were playing key roles in ongoing CBDC pilot projects globally.</p>
<p class="has-text-align-justify">“As interest in CBDCs proliferates, so have CBDC pilots involving both the public and private sectors. In the process, a myriad of elite-gilded and blockchain-powered digital payment networks and organisations, including Stellar, Ethereum, Ripple and/or the people and forces behind them, are vying for their technologies and payment systems to be incorporated into the developing digital currency infrastructures of tomorrow,” <a href="https://unlimitedhangout.com/2023/12/investigative-reports/as-cbdcs-roll-out-elite-backed-digital-payment-systems-vie-to-build-the-global-payment-standard/">Pabst wrote</a>.</p>

<p class="has-text-align-justify">It’s vital every person understands what CBDCs will mean for us.</p>
<p class="has-text-align-justify">As <a href="https://www.richplanet.net/index.php">Richard D. Hall</a>’s 2022 animated film below illustrates, if allowed to happen, CBCDs could be the most devastating event in our lifetime and the biggest removal of liberty in modern history.</p>

<p class="has-text-align-justify">For those who prefer the message to be delivered in a more serious tone, during a presentation to the Monetary Institute in 2018, <a href="https://expose-news.com/?s=%22Richard+Werner%22">Professor Richard Werner</a> warned about the plan to implement CBDCs.</p>
<p class="has-text-align-justify"><a href="https://professorwerner.org/">Prof. Werner</a>, a German banking and development economist, is known for his work in monetary economics and his contributions to the understanding of how money is created in the modern economy. He was the first to suggest the term “Quantitative Easing,” or QE, and also coined the term “QE2.”</p>
<p class="has-text-align-justify">He explained to the audience at the Monetary Institute that after abolishing the money supply and abolishing cash, central banks will “introduce digital cyber currency that central bank’s issue and control and thereby gain total control over all economic transactions, decisions and the whole lot.“</p>
<p class="has-text-align-justify">“The greatest concentration of central banking power in history is really the bid they’re aiming at. That’s: the banks go and, of course, digital accounts of dissenters and regime critics could be switched off, it would be very difficult to even purchase necessities. So, this is an Orwellian dystopia of total control, the end of any freedoms. That’s really what central banks are aiming at.</p>
<p class="has-text-align-justify">“Several central banks have, like the Bank of England, already prepared their microchip implant, RFID chip, to be implanted under your skin … Universal basic income is the bribe for you to accept the microchip.”</p>

<p>Another plandemic appears to be in the offing, judging by the obsession that so many elites seem to have with the H5N1 strain of bird flu.</p>
<p>We’ve all heard about the slaughter of millions of poultry. Even some cattle.</p>
<p>And now they’ve called an “<strong><a href="https://birdflusummit.com/about-us/" rel="">International Bird Flu Summit</a></strong>” to be held in Washington D.C. from October 2 to October 4, and according to the official online brochure for the event they will be discussing <a href="https://birdflusummit.com/Bird%20Flu%20Summit%20Brochure.pdf" rel="">“a highly virulent strain of bird flu affecting both cattle and humans”</a>…</p>
<p>This appears to be a tabletop exercise to war-game a coming bird flu pandemic, serving much the same purpose as <em>Event 201</em> served in October 2019 in New York City for the approaching Covid pandemic.</p>
<p>The bird flu, of course, promises to be much worse, with a death rate of between 25 and 50 percent, at least that’s what we’re told.</p>
<p>The scare mongering is ratcheting up quickly, just as we approach the November presidential election. Whether this next pandemic will be timed for November or sometime in 2025, it’s not a good sign that the elites have scheduled this tabletop exercise.</p>
<p>The Bird Flu Summit appears to be l<strong><a href="https://birdflusummit.com/Bird%20Flu%20Summit%20Prospectus.pdf" rel="">ooking for corporate sponsors</a></strong>, but it’s site does not list any names of sponsors as of July 9 when I checked.</p>
<p>On the list of topics for this summit, according to the c<strong><a href="https://birdflusummit.com/" rel="">onference website</a></strong>, the very first topic is <a href="https://birdflusummit.com/about-us/" rel="">“mass fatality management planning”</a>…</p>
<p>Another breakout topic will be “Surveillance and Data Management,” under which is this description: “Discuss strategies for enhancing surveillance systems, early warning mechanisms, and rapid response protocols.”</p>
<p>Sounds like another justification for digital health passports, which is a form of digital identification for tracking human movement (and barring entry to certain venues unless you can prove you’ve been vaxxed).</p>
<p>Finland has recently <strong><a href="https://www.straitstimes.com/world/europe/finland-to-start-bird-flu-vaccinations-for-humans-in-world-first" rel="">become the first country to start vaccinating</a></strong> its population with an mRNA bird flu serum.</p>
<p>Finland has bought bird flu vaccines for 10,000 people, each consisting of two injections, as part of a joint European Union procurement of up to 40 million doses for 15 nations from manufacturer CSL Seqirus.</p>
<p>Meanwhile, Wired magazine reports, the<a href="https://www.wired.com/story/moderna-mrna-vaccine-bird-flu-h5n1/" rel=""> </a><strong><a href="https://www.wired.com/story/moderna-mrna-vaccine-bird-flu-h5n1/" rel="">US Government has awarded Moderna a $176 million contract to produce an mRNA Bird Flu Vaccine</a>.</strong></p>

Through her work and continuous effort and by applying the vital behaviors of a successful woman, Lilian has been able to improve her financial situation by selling natural remedies. Through this modest work, she now has the means to provide a decent life for her family.</p>

All of them struggle with light in the evening, and all want to stop using charcoal for cooking.In the picture, Peggy is the second from the right, standing a bit behind, wearing a white T-shirt. She is 59 years old, and is a religious woman who enjoys gardening. She is married and has six children. She hopes for all her children, that they will become independent. She has been working with cattle for the last five years, and this has made it possible for her to provide for her family. Her biggest challenge is to have enough money for food for the cattle.</p>
<p>The loan to buy solar lights, phone charging, a cookstove, and a year&#8217;s subscription of pellets, will help her to lower her costs for candles, charcoal and phone charging, easing the burden on the household economy. A clean-burning pellet-stove will give her a clean and healthy kitchen, the lamps will provide good lighting, and the solar-powered charger will eliminate the cost for charging her phone.</p>

<p>To get ahead, Francisca (first on the left in the photo) earns a living by buying and selling traditional clothing. She has been following this occupation for the past two years. Her business is located in the region&#8217;s market.</p>
<p>Aiming to improve her customer service, Francisca decided to form a group to request a loan to buy merchandise such as &#8220;güipiles&#8221; (woven blouses), &#8220;cortes&#8221; (woven skirts), and &#8220;fajas&#8221; (woven belts) because the Christmas season is just around the corner, and sales increase during that time of the year. With this loan, Francisca hopes to strengthen her business and improve her income.</section>

<section id="loanDescription" class="loanDescription introText">A local resident living in Tbaung Khmum province, Soun is 55 years old and a mother of six children. Nowadays, she needs to support two schoolchildren.</p>
<p>For a living, Soun grows cassava and rice as her main source of income. The cassava’s price is decreasing in the market and it also made her family’s income decrease. She has involved in her business for 37 years and it earns her about USD 11 per day.</p>
<p>This is Soun&#8217;s first loan cycle with VisionFund Cambodia and she is the group leader of three members. Soun will spend her portion of the loan to purchase more fertilizer to use on her cassava farm, to produce a good yield. She hopes that her cassava grows well and earns her a decent income, to upgrade her living condition and support her children’s education on time.</p>

Her rice did not grow well so she couldn’t get good yields as before. After expenses, she is able to save around 5USD each day.</p>
<p>Chanthou has been with VisionFund for two cycles already and she paid back her past loans successfully. The previous loans helped her to have enough consumption for her family’s living. She leads a group of two to buy fertilizer and pesticide to increase the productivity of crop for supporting her farmland. She hopes this new loan will help her to get higher yields so that she can earn more income to renovate her old house.</section>

Sunita, Pranati, Seema, Deepa and Kanaklata are the proud members of Pratima’s group. They have come together to seek a group loan of Rs. 60,000. Pratima runs a stationery shop in her village. She believes that increasing the stock in her shop will help her earn a better income. This will help mitigate the problem of increasing living expenses. She will also be able to save additional money for her children’s education. Thus Pratima needs a loan to purchase books, pens, paper, etc.</p>
<p>All the members are engaged in their own income generation activities and supporting their family financially. To meet the rising household expenses, they want to increase their income level by increasing their business volume. But they do not have sufficient funds to invest in the expansion of their business. They thus seek a loan.</section>
