The Iowa legislature is advancing a major medical freedom and civil liberties bill that would permanently block the governor from forcing vaccinations, closing churches, regulating private homes, or mandating business shutdowns during declared disasters or public health emergencies.

House File 2694 would impose some of the strongest statutory restrictions in the nation on gubernatorial emergency authority.

During COVID-19, Governor Kimberly Reynolds (R) used Iowa emergency powers to close businesses, restrict public gatherings, and temporarily cap religious gatherings.

The new bill, which already passed the Iowa House by a 67-23 vote on March 10, 2026, is now moving through the Iowa Senate after clearing committee stages and being placed on the Senate calendar for further action.

As of today, a new Senate amendment (S-5230) has been filed, signaling the legislation remains active in the final stages of the legislative process.

Health freedom advocates say HF2694 could be strengthened by explicitly banning vaccine passports, mask and testing mandates, medical-status discrimination, school mandates, and prolonged emergency powers to close remaining loopholes for indirect future medical coercion.

What HF2694 Would Do

Ban Forced Vaccination Orders

Under the bill, disaster emergency powers could not:

“Require a vaccination.”

Protect Houses of Worship

The governor would be prohibited from closing or regulating worship services for any reason, including under disaster or public health emergency declarations.

“The governor shall not close, place a mandate on, or otherwise regulate a place or practice of worship for any reason.”

Protect Private Homes

Emergency powers could not regulate conduct inside private residences.

Prevent Forced Business Shutdowns

Public health emergency declarations could recommend closures, but could not require lawful private businesses to cease operations.

Block Executive Election Law Changes

The governor would be prohibited from unilaterally changing election laws during emergencies without legislative approval.

Why This Bill Is Significant

HF2694 directly responds to the types of emergency powers widely used during COVID-19, when governors across the country imposed sweeping controls over:

• Vaccine requirements
• Worship gatherings
• Private businesses
• Household activities
• Election systems

If enacted, Iowa law would create permanent legal protections for:

The John Christie Electric Generator, also known as the Lutec 1000, is a magnetic motor generator device developed by Australian mechanical engineer John Christie and his electrician friend Lou Brits. It was first revealed to the public in 2001 but is not yet commercially available.

The device generates electricity using a combination of electromagnets and permanent magnets.   It operates continuously using magnetic attraction and repulsion and produces 24 kilowatts of power per day.  It is a device that enables us to power our homes for free.

For climate change catastrophists, the Lutec 1000 has the potential to provide a clean, green source of virtually unlimited energy, making it an attractive solution for people and communities seeking to reduce their reliance on fossil fuels and grid electricity.  For those who cannot afford rising electricity costs perhaps it is an affordable way to keep their lights on.

In 2001, the Cairns Post published an article unveiling the magnetic motor generator to the public. The article is not available online but you can read a copy of it HERE.

Some years later, Sky News Australia aired a report on the Lutec 1000 (see the video below). We were unable to establish when the report was first aired. However, the video report stated that the two inventors had been tinkering with their machine for six years.  Six years after the unveiling would indicate Sky News Australia’s report was made in 2007.

Christie and Brits have spent the years since 2001 when they unveiled their invention seeking investors as well as developing and refining the technology to produce a mass-market commercial model that can be easily installed in any household. But as of yet, there are no commercially available John Christie Electric Generators on the market.

Some think the reason why it is not commercially available is due to the common problem of inventors not having the business acumen to make a commercial success of their invention.   Others believe, as Gahzly noted, that the two inventors’ work was “sabotaged or suppressed in order to prevent a commercial reality. Such industrial sabotage of magnetic motor devices has been going on for decades and is thought to be committed by oil-dependent industry cartels and others with vested interests in the status quo, even including national governments.”

However, some enthusiasts and pioneers have created their own versions of the device using plans and blueprints available online. These DIY versions may not be identical to the original prototype but they can still generate electricity using similar principles.

In November 2021, Thomas Hardtmuth began a website to introduce the KryonEngine which uses the same principles as the Lutec 1000 generator.  On the website, Hardmuth has made all information and design specifications freely available.

While the concept has generated significant interest and discussion, some critics have raised concerns about the feasibility of the design and the need for further prototyping and testing. However, the open-sourced nature of the project allows for community involvement and feedback, which may help refine the design and overcome any technical challenges.  You can find out more about the KryonEngine HERE. In a call to mechanical engineers worldwide, Hardmuth says:

“You are welcome to study this information, build your own prototypes, set up your own manufacturing, and start your own commercial distribution – no strings attached.”

“Free energy,” he says, “means an enormous gain in freedom and independence (and thus power) for the citizen/consumer/sovereign being.”  Hardmuth continues:

It is the reason why – throughout history – those in power have been trying to prevent Free energy (and many other revolutionary technologies) from becoming available to The People.

One tool used for this suppression have been patent and trademark offices where many thousands of patents have been held up, i.e. under “national security orders”.

The upcoming general availability of free energy devices thus continues to rely on the sovereign and independent intervention of The People.

THE world may soon be able to buy one of the World’s most controversial yet revolutionary inventions.

The Lutec 1000 free energy machine has resurfaced after six years of steering clear of the public spotlight, having been granted patents in at least 60 countries around the world, including the US, China and India.

Engineers John Christie and Lou Brits, who have endured intense criticism after they first unveiled their invention in 2001, are now preparing to construct a prototype of their revolutionary power device they hope to market within the next two years.

The dynamic duo said they felt somewhat vindicated they had been able to land patents for their device and have had the Lutec verified by an independent engineer.

“When we first kicked off, there was a huge fuss about it and people said we’d never get patents for it,” Mr Christie said.

“They said it would never work, so we couldn’t get patents, so it’s a good thing to see now.”

The generator works as an energy amplifier, generating up to 10 times the amount of electricity it consumes.

The Lutec draws its power from a bank of batteries, with the motor turning due to powerful permanent magnets at its core being attracted and then repulsed from steel cores of fixed coils.

It does not work via perpetual motion, rather it relies on natural magnetic forces and a pulsed electrical input.

The results of the generator were verified by independent engineers from SGS Australia following a test earlier this year, which confirmed the energy output from the generator was indeed greater than its input.

Mr Christie said he and Mr Brits were currently working on a production prototype to suit the domestic market, which they hoped to produce locally.

“If we go with our plan now, there is no reason why it couldn’t be available in Australia in two years,” he said.

The engineers’ invention has drawn the ire of many people over the years, including the Australian Sceptics Society.

Mr Christie said it had been a roller-coaster ride since they debuted their invention, involving occasional death threats and rumours of their untimely demise.

“Last year I was apparently killed in a hotel in north Perth somewhere, according to the internet,” Mr Christie said. “I was really quite surprised.”

They want to lock us in the twenty-minute city prisons that they are preparing for us. They’re already making travel so miserable that most people just stay at home.

Every day comes new signs of how they’re going to stop us from travelling.

1. Airport problems are now commonplace and airline travellers who aren’t accustomed to long delays probably haven’t travelled much recently. If the software for air traffic control isn’t down then the software for controlling tickets or baggage will be down. If there isn’t a strike of air crew then there will be a baggage handlers strike. In my book `They want your Money and your Life’ I warn that most smaller airports will probably be closed by 2030. The few remaining large airports will remain until 2050 and then they will go.

2. Roads have become a maze of hazards. Pointless and dangerous speed bumps are now recognised as being pointless and dangerous but they are still there – wrecking cars and breaking backs. Potholes are breeding. Stupid chicanes cause traffic hold ups and make life miserable (and actually increase the use of fuel and pollution). Crazy 20 mph speed limits increase accidents, increase fuel use and increase pollution.

3. Scientists have proved that introducing penalties for drivers who travel into town and city centres makes no difference to pollution. These penalties are all about raising money and stopping travel. Banning older cars from the centre of cities does a great deal of harm (especially to the poor who can’t afford sparkling new mayoral limousines) but does no good to air quality.

4. Car parks’ prices are soaring. In some towns in the UK, it now costs over £30 a day to park a car for a day’s shopping or strolling. Car park spaces are so small that many cars won’t fit into them. The rules are so bent that motorists are often fined even when they can prove that they have a valid parking ticket (that’s happened to me twice, and the complaints procedures are so lengthy and complex that motorists tend to give in and pay up). Many car parks now only accept payment with an app (there are over 30 different apps and you have to have the correct one on your smartphone, if you have a smartphone). Electric cars are now so heavy that councils claim that multi-storey car parks are no longer safe. They are knocking them down and selling them for big money (with planning permission, of course) to developers.

5. Train travel is impossible because of constant strikes. Ticket offices are being closed so the elderly, the disabled and the millions without smartphones won’t be able to go anywhere.

6. Bus services are being abandoned faster than you can say “Any more fares please?” And travel without an app is becoming increasingly difficult.

7. Bicycles, of course, are now the only approved mode of transport. Absurd overtaking laws mean that narrow roads are turned into single-lane highways where huge areas of tarmac are marked as reserved for bicycles. The law means that motorists must allow nearly 5 feet when overtaking a cyclist and this means that it is impossible for cars to go past bicycles on some smaller roads. The result is long queues of traffic – and a massive increase in the use of fuel and the resulting air pollution. Sneaky, sanctimonious cyclists with cameras on their helmets are applauded by the police and while criminals of all kinds are ignored, motorists are constantly targeted.

8. Hotels have become unbearable. Heating is turned down to protect the environment from non-existent climate change. The hot water is tepid to protect the environment from non-existent climate change. And towels and sheets are changed irregularly to protect the environment from non-existent climate change. And that’s in five-star hotels. Hotels now often have just half the number of staff members required to look after guests.
