Before he walked into Number 10, Andy Burnham announced plans to scrap Keir Starmer’s controversial digital ID scheme as one of his first acts as Prime Minister. Many have applauded him – but their applause was misguided.

This isn’t a time to celebrate a perceived end to digital ID. There’s still a big fight ahead. Under this new agenda, the machinery keeps growing no matter who holds the keys. Burnham, Britain’s new keyholder, has spent two decades asking for exactly this machinery, and he now has it, Cam Wakefield explains.

Andy Burnham Scrapped Digital ID. His Internet Plans Say Otherwise

By Cam Wakefield, as published by Reclaim the Net on 20 July 2026

The new UK Prime Minister, Andy Burnham, is in Downing Street, and he has spent twenty years telling you exactly what he wants to do to the internet. He won the Makerfield by-election on 18 June 2026. He then collected the backing of roughly 349 Labour MPs, more than 85 per cent of the parliamentary party. By the time he walked through the black door, the job had been settled for weeks.

His first big announcement was the one privacy campaigners had been hoping for. Starmer’s digital ID scheme for all adults is dead, scrapped before Burnham had finished unpacking, the money moved to the cost of living. The applause came quickly. Perhaps it should not have.

This is a read on a government barely a day old. On speech and privacy, the early signals point one way, and it is not the way that loosens the state’s grip. He is not about to tear up the settlement he inherits from Keir Starmer. The open question is how much further he carries it.

Burnham arrives with a long record on all this. He is one of the few senior British politicians with a documented, two-decade appetite for putting the government closer to what you can see, say and read online.

His first ministerial job, at the Home Office in 2005 and 2006, was pushing Tony Blair’s Identity Cards Bill through Parliament. He told the BBC that compulsory national ID cards would be a major breakthrough. Twenty years later, asked about it again, he was unembarrassed about the principle: “I’m not kind of arguing against the principle. I was very pro, actually, I thought there was a real clear case for it.”

Two decades of hindsight, and the case is still clear to him. What that case rests on is a claim about the relationship between a person and the state, and it is the same claim underneath every age check and identity gate now being built. The Identity Cards Act reached the statute book on 30 March 2006 and was repealed on 21 January 2011.

Then came 2008, and Culture Secretary Burnham produced a plan that looks like a blueprint for everything running today. The organising idea was that online content should meet the same regulatory standards as television. He wanted taste and decency rules applied to the web, cinema-style age certificates and warning signs on anything featuring sex, violence or strong language, alerts bolted onto viral content, and ISP-level “child-safe” packages.

He floated making YouTube and Facebook delete offensive material within a set time once alerted, and changing libel law so suing an online publisher got easier. He even wanted to sound out the incoming Obama administration about international rules for English-language websites. Age gating, takedown clocks, regulator muscle aimed at platforms, it is all sitting there in 2008, waiting for the technology to catch up.

The plans died, and the body that killed them was Ofcom, which called them undesirable and unworkable online. This was back when the speech regulator was more level-headed. The regulator that told Burnham in 2008 that broadcast rules could not be stretched over the internet is the regulator now enforcing the Online Safety Act. The intellectual weight at Ofcom has obviously severely declined.

Then 2016, and the episode that should be read before anyone celebrates this week. As Shadow Home Secretary, Burnham went after the Investigatory Powers Bill. He said Britain needed a new law in this area, then listed what was wrong with the one in front of him: thin privacy safeguards, surveillance powers that went too far, thresholds set too low, weak oversight, definitions loose enough to justify almost any intrusion. Labour abstained in March 2016. The government made amendments. In June, Burnham and Labour voted for it, and the Snoopers’ Charter received Royal Assent that November.

The Act remains one of the most expansive surveillance laws in any democracy, and it exists because the opposition of the day decided its objections had been satisfied. That is the pattern worth holding onto. Burnham objects to how a power is packaged, wins changes to the packaging, and votes the power into the statute book. Ten years later, the objections are a footnote and the Act is still there.

The recent statements finish the picture. During an April 2025 Times interview, he talked warmly about regulating social media for teenagers, saying that if it is not a ban it needs to be something.

By January 2026, he agreed with much of what Conservative leader Kemi Badenoch was saying about children and social media and welcomed a cross-party mood for bolder action. Earlier this month, days after winning Makerfield and while the leadership was already effectively his, he confirmed the current government’s online age verification scheme keeps running and imposes election purdah rules online.

That is twenty years pointing the same way.

The purdah idea has a name attached to it. Lucy Powell has argued that social media platforms should face something close to the rules that restrict broadcasters during election campaigns. Powell was elected deputy leader by the membership, which means Burnham cannot remove her, and she is close to him. The same government is separately pushing to lock legacy media outlets into people’s feeds. Put those together and the shape is familiar: the state deciding which voices get carried during an election and which get turned down.

Expect the Online Safety Act to survive Burnham intact, because the pressure on him runs toward strengthening it. A coalition of charities, campaign groups and academics wrote to him before he reached No 10, asking him to toughen the law.

Their specific wish is to drag it past illegal content and into “legal but harmful” territory, the exact area the Act was careful to leave alone. The Science, Innovation and Technology Committee wants the same, arguing the Act is too weak on “misinformation” and that platforms should answer for how they amplify lawful content people dislike. 2024’s Southport unrest is the case they keep reaching for.

That “legal but harmful” line is where the state stops chasing crime and starts refereeing opinion. The government gets to write the definition of harmful, and then the government gets to enforce it.

A change of direction was always likelier on digital ID than on the Online Safety Act, and today proved the point.

The enforcement machine that has already pushed platforms into restricting British users has been inherited whole and will probably be widened, while ministers keep insisting that none of this touches free speech.

Here is where the flattering headline about Burnham falls apart on contact. He confirmed before taking office that Starmer’s digital ID programme for all adults is being scrapped, with the money redirected to the cost of living and the whole thing badged as a reset of priorities.

The Office for Budget Responsibility had costed the programme at £1.8 ($2.42) billion over three years, a figure Downing Street rejected without offering one of its own.

Read on its own, that sounds like a victory for anyone who values privacy.

That reading collapses for two reasons. The objection was never to identity infrastructure as a principle. Asked in September 2025 whether he backed Starmer’s digital ID plans, Burnham said “not now,” and the reason he gave was tactical.

He pointed back to 2005 to 2010, warning of an opportunity cost situation where something consumes a huge amount of time and does not come through, exactly as the last ID card scheme consumed a lot of airtime and never materialised. That is a complaint about political return on investment, not a commitment to civil liberties.

This is the same man who sold compulsory ID cards as a major breakthrough and who still says the case for them was clear.

Mandatory right-to-work checks had already been softened to voluntary before he arrived, which makes the announcement partly a decision to stop paying for something that had already lost its purpose.

And killing a work-linked BritCard sits a very long way from opposing ID to use the internet. Burnham’s team confirmed he intends to press ahead with plans to demand everyone pass digital ID checks to post on social media. His spokesperson said he is “committed to keeping kids safe online, and has been vocal in his support of age restrictions for kids using social media.”

Follow that logic. A government can drop the digital ID card, bank the applause, build the far more consequential thing, an identity gate between you and your ability to speak online, and sell the swap as a retreat.

There is no way to enforce a ban on under-16s without checking the age of everyone else, and no way to check age at that scale without checking identity. The card you were not going to carry becomes the login you cannot avoid.

Age checks and social media IDs hand more of your privacy away than a right-to-work card ever would, because they bolt your name to what you say rather than to where you work.

So, take the win, but count it properly. What was scrapped is a £1.8 billion database. What was kept is the part that touches speech. The infrastructure of the digital ID scheme is still being built, and none of it ever depended on the card.

GOV.UK One Login isn’t going away. Digital driving licenses are coming, and they’ll be used to grant access to social media. Police are getting access to driving license records with facial recognition. Mandatory Companies House identity verification stays. The NHS Logins and the Single Patient Record are coming.

Assemble that list and you have a national identity system. It is arriving one service at a time instead of in one bill, which is precisely why it never gets a launch announcement to celebrate or a cancellation to campaign against.

Then there is the hire. On 16 July, Burnham appointed Matthew McGregor as his head of political strategy in No 10, and the appointment tells you something concrete, provided you do not oversell it.

Start with the facts. McGregor was Director of Campaigns and Communications at Hope Not Hate and remained a listed director there until 29 April 2022, then ran 38 Degrees as chief executive until this month.

Hope Not Hate is not a neutral party in the fight over online speech. The organisation has argued, out loud and often, that deplatforming works and platforms should be pressured into removing content. It has endorsed deplatforming as a tactic in its own material, which says tech companies had to be shamed into changing their moderation policies and then shamed again into enforcing them, and that the pressure to remove content comes from governments, journalists, researchers and campaigners.

Install a former campaign director from that outfit at the heart of political strategy, and you learn how the people around the prime minister see the world. Content removal and pressure on platforms are treated as good governance rather than a danger to speech.

One detail is hard to read as anything other than what it looks like. Within a day of the appointment being reported, McGregor deleted his X account.

Here are the honest caveats, because the case gets stronger when it stops reaching. McGregor’s own public record is campaigns, communications and, lately, tax, not content policy. His job was messaging.

There is no evidence in front of me that he personally ran online-censorship campaigns, and the clearest examples of Hope Not Hate pushing for removals came after he had left. But what it says is that Burnham has drawn his inner strategy team from the campaigning world, Hope Not Hate, which treats organised pressure to delete online speech as legitimate and effective. The people who see deplatforming as a feature now sit closer to power than the people who see it as a fault.

So, the signal from Burnham is not reassuring. He believes in regulating speech, he has the paper trail to prove it and he inherits an enforcement machine he shows no interest in dismantling while people lean on him to extend it into lawful speech.

His one privacy credential dissolves the moment you look at it, a scrapped ID card, while the more speech-relevant version, ID and age checks to post, goes ahead.

This isn’t a time to celebrate a perceived end to digital ID. There’s still a big fight ahead. Under this new agenda, the machinery keeps growing no matter who holds the keys. Britain’s new keyholder has spent two decades asking for exactly this machinery, and he now has it.

As mobile devices and government regulators embrace facial recognition technology, your face is becoming both wallet and identification.

Smile – your face is becoming a path for payments.

Apple and Android digital wallets are common tools for consumer payments, but they’re also increasingly intertwined with identification in an era where identities are digital and tied to biometric data.

“Essentially, your face becomes your wallet,” said Prashant Sharma, JPMorgan Chase’s global head of product, overseeing biometric payments and digital identity. “The best checkout is where the consumers don’t have to think about payment, and that’s what biometrics actually enables.”

Apple and Google, two of the largest technology companies, have leaned heavily into digital IDs within their respective phone-based wallets. Meanwhile, 22 states and Puerto Rico have authorized mobile driver’s licenses that can be carried on a digital wallet or state-issued app, according to IDScan.net, a New Orleans-based identity verification software provider.

These trends are converging to increase the use of biometrics in digital wallets, heralding a time in which consumers will make retail purchases, access loyalty programs and board flights with identification and payment data linked to their bodies. A face scan or fingerprint can also potentially reduce payments fraud.

Consumer biometrics date largely to the arrival of sophisticated smartphones and digital wallets over the past decade. They have been tied to passkeys – an authentication method based on a digital credential that isn’t a password – and have enabled biometric payments.

The use of passkeys has reached “global scale” with 5 billion in active use, the FIDO Alliance said in a May report on passkey growth. About 90% of consumers are aware of passkeys and three-quarters have enabled their use on some of their accounts, according to the report, which was based on a survey of 11,000 adults in the U.S. and nine other nations.

“Biometric authenticated payments, once considered emerging, have become mainstream,” card network Visa said in a payments trends report last year. Consumer demand for such payments is growing and “merchants are starting to incorporate them at increasing rates,” the report added.

Consumers have embraced biometric-based IDs through their devices, said a payments executive for Alphabet’s Google, which makes the Android operating system for smartphones.

The UK government, reinforced by Keir Starmer at a press conference today, has announced its intention to ban social media access to under-16s from early next year.

The ban will be enforced using facial recognition software and digital IDs. To enable this, everyone wishing to use social media will be subject to facial recognition and digital IDs.

Aside from the obvious destruction to online privacy and freedom of speech, and the totalitarian control over every aspect of our lives which will ensue, how accurate is the technology that the UK government is imposing on the entire population?

Today, the UK government announced a ban on social media access for all children under the age of 16. Starmer is hoping the regulation will be passed through Parliament before Christmas and the ban enforced in the Spring of 2027.

Sky News: Starmer announces social media ban for under-16s, 15 June 2026

Described as an “Australia plus” policy, this measure is one of the strictest online crackdowns in the democratic world and goes beyond the limits previously imposed in Australia.

The government plans to use “highly effective” age assurance systems, including age-recognition facial scans and digital IDs, to verify user ages.

Social media platforms that will require biometrics and digital IDs to be accessed will include:

Facebook

Instagram

X (formerly Twitter)

Snapchat

TikTok

YouTube

We should note that everyone, not just under-16s, will be subjected to facial scans and digital IDs – “to protect children online” is a ruse to implement control over the entire population using whatever digital technology they have at their disposal.

Apart from ending online privacy and aiming for complete control over the information we can share and have access to, their digital tools are not as fail-safe as they like to pretend.

Some might claim that some facial recognition software is 99% accurate. But this is under controlled environments with high-quality, cooperative images – i.e. under laboratory conditions. In real-world settings, the accuracy of facial recognition in sporting venues, for example, ranges from 36% to 87% depending on camera placement.

Related: Why We Shouldn’t Trust Facial Recognition’s Glowing Test Scores, Tech Policy Press, 18 August 2025

Coupled with facial recognition inaccuracies, social media platforms use artificial intelligence (“AI”) programmes to estimate user age through facial analysis. Apart from the “estimation” of age, AI programmes themselves are not accurate.

AI has inbuilt biases (all software is only as unbiased as its developer) and manipulations. But that’s not all. These computer programmes are prone to generating “hallucinations,” which are false, misleading or fabricated information that is confidently presented as factual even though it is incorrect. For example, a 2025 study found that 45% of AI queries regarding news and current affairs produce erroneous answers, with major platforms like ChatGPT, Copilot and Gemini frequently generating factual inaccuracies, hallucinations and biased outputs.

The following article shows how similar errors make their way into reports for large corporations and governments.

In one case, KPMG, one of the Big Four accounting firms, reproduced AI hallucinations as factual – ironically, the report, written by AI, was about agentic AI. Agentic AI is an artificial intelligence system that can accomplish a specific goal with limited human supervision.

In another example, a Big Four consultancy firm relied on inaccurate, unreliable AI-generated content to produce a report for the Australian government.

Related: Facial age estimation: Using AI to support initial age decisions (A guide), UK Government, 26 May 2026

KPMG’s AI Report Becomes An Accidental Demo of AI Hallucinations

By Carly Page, as published by The Register on 12 June 2026

KPMG’s October 2025 report on the wonders of agentic AI has been accused of demonstrating one of the technology’s less desirable talents: making things up.

Research outfit GPTZero claims a forensic review of the Big Four firm’s October 2025 report, ‘Total Experience: Redefining Excellence in the Age of Agentic AI’, found that only five of its 45 citations correctly pointed to the cited source; the rest ranged from mangled and misleading to partially fabricated or too vague to verify.

The consulting industry has form here. Last year, Deloitte ended up refunding the Australian government after AI-generated content slipped into a taxpayer-funded report.

GPTZero dubbed the phenomenon “vibe citing” – the citation equivalent of vibe coding – where generative AI appears to stitch together fragments of real sources, invent titles, or otherwise produce references that look convincing until someone actually clicks them.

GPTZero alleges that roughly half of the report’s factual claims were false, unsupported or attributed to the wrong source. Several case studies highlighting supposedly cutting-edge deployments of agentic AI appear to have been particularly creative.

Among the examples highlighted by GPTZero were purported agentic AI deployments at UBS, Swiss Federal Railways and Transport for London. According to GPTZero, the sources cited to support those case studies either did not substantiate the report’s claims or contained alterations and paraphrasing that undermined their reliability.

More Context:

PwC will say goodbye to staff who aren’t convinced about AI

Accenture tells staffers: If you want a promotion, use AI at work

McKinsey wonders how to sell AI apps with no measurable benefits

KPMG partner in Oz turned to AI to pass an exam on … AI

“These factual errors are not confined to the report’s footnoted passages,” GPTZero said. “On page 42, the authors claim that Emirates airline has adopted a mobile chatbot named Sara (false) that can converse directly with passengers (partially true) and change their flights (false). In fact, Sara is a robot assistant introduced by Emirates in 2023 (not a chatbot) that lacks the ability to alter flight bookings.”

Not all of the alleged problems involved external sources. GPTZero noted that the report appears to contradict KPMG’s own research, citing a figure of 55 per cent of CEOs ranking AI as their top investment priority. KPMG’s 2025 CEO Outlook, released the same month, put the number at 71 per cent.

KPMG has since removed the report from some of its websites while it investigates how the publication made it into the wild, according to the Financial Times.

[You can find an archived copy of the report HERE.]

A spokesperson at KPMG told The Register: “KPMG International takes the accuracy and integrity of its published content seriously. The report has been removed and we are reviewing the circumstances surrounding its publication. We expect all our people to follow our guidelines on the responsible use of AI, including human oversight to validate content and verify independent sources.”

British politician David Kurten, leader of the Heritage Party, joined Daniel Forsius from the Swedish independent media outlet News Voice to discuss the escalating crisis in the UK.

From people being jailed for protests against migration crimes and social media posts, to the King’s Speech pushing digital ID, and the growing resistance with massive protests – Britain is being used as a test project for global control.

“There’s a lot of agitation in the UK at the moment among the people because they realise the Government is acting against the people, they’re not for the people,” Kurten said.

It’s not only in the UK. “I think all of the governments are working in lockstep together because [they all have an allegiance] to the World Economic Forum and the powers that be and the global cabal,” he said. “And at one point or another, some nations are pushing forward the agenda faster in some areas than others, and other times its other nations that are pushing forward.”

“But, I think at the moment, the UK is being used to push forward with the digital ID … but they’re also doing the same thing in Australia, New Zealand and Canada as well, it seems the English-speaking countries are being used at this very moment in time to push forward that part of the agenda.”

It’s not only the digital ID that the global cabal is trying to impose on nations. “I feel like I’m fighting 20 different battles all at the same time and they manifest in different nations at different times.”

King Charles has announced the British government is moving ahead with the roll out of Bill Gates’ digital ID and introducing digital ID cards in line with Agenda 2030.

The monarch laid out the Labour government’s plans amid a backdrop of political chaos while Prime Minister Keir Starmer attempts to hold onto his position following disastrous local election results across the country.

During the state opening of parliament speech on May 13, the Monarch told Parliament: “My ministers will also proceed with the introduction of digital ID that will modernise how citizens interact with public services.”

The King’s Speech:

"Proceed with the introduction of Digital ID.”

And there it is. A lame duck and massively unpopular Prime Minister trying to ram through digital ID. No one voted for this illiberal and Orwellian digital control by the Labour government. pic.twitter.com/EXoZja3P1P
— James Melville 🚜 (@JamesMelville) May 13, 2026

Supporters say it could make accessing services quicker and easier, while critics fear it could increase state control and reduce privacy.

A new Digital ID bill just crossed a line most people didn’t see coming. Here’s how it could take control of your phone… and what you can still do to protect yourself before it’s too late.

Republicans are once again teaming up with Democrats to ram Digital ID through at the federal level.

The bill they’ve just introduced is, if you can believe it, worse than all the others before it.

HR 8250, deceptively named the Parents Decide Act, doesn’t just force everyone to link their identity to use apps on their phones, it mandates that they must do it to use ANY operating system. That means Apple, iOS, Windows, Google, Android, even Samsung—basically everything.

And once that’s in place, there’s nowhere to step outside of it.

But one brave group is refusing to go along.

GrapheneOS has made a statement saying: GrapheneOS will remain usable by anyone around the world without requiring personal information, identification, or an account.

Glenn and Eric Meder from Privacy Academy have been working to educate people on how to escape the digital control grid, including how to put GrapheneOS on your phone—for free. And they have a solution to Digital ID right now.

They join us to discuss.Subscribe

You’ve seen this pattern before.

When the same thing starts appearing everywhere at once, it’s usually not random.

A new push for Digital ID laws isn’t happening in just one place. With bills like the Parents Decide Act (HR 8250), it’s now moving directly into the systems we use every day. It’s happening in a very coordinated way across countries, across platforms, and now, at the operating system level.

This isn’t about regulating a few apps anymore. The focus has moved underneath them—to the operating system itself—the software that runs your phone and computer. Glenn Meder described it plainly, they’re trying to “lock it down on an operating system level,” because that’s the one layer you can’t avoid.

Apps can be swapped. Accounts can be deleted.

But if access to the operating system requires Digital ID, there’s nowhere left to step outside of it.

That’s the inflection point.

Glenn called it “the hill to die on,” not because of how it looks today, but because of what it enables once it’s in place. In his words, this isn’t just verification, it’s the foundation for removing privacy and building a system that monitors “everything we say.”

He warned it would “change instantly,” the kind of shift you only recognize after it’s already locked in.

Access to your phone. Your apps. Your accounts. All tied to one digital identity.

And once that becomes the standard, stepping outside of it stops being an option.

Your phone is a surveillance Trojan Horse.

Big Tech and Big Brother have colluded together to create a spyware monopoly.

Your phone tracks your location at all times, who you text, what you read, whether you’re skeptical person or not, how you spend your money and where your finances are stored… This list could go on forever.

Privacy Academy is hosting a FREE webinar on Thursday, May 7th at 7pm CT (8pm ET / 6pm MT / 5pm PT) where you can learn how to escape the cell phone surveillance state. You’ll discover:

How brands like Apple use privacy as a selling point (even though it’s not true).

Why phone surveillance is much more insidious then you’d imagine.

How phone surveillance has gotten MUCH worse since Edward Snowden revealed that the NSA is spying on us.

How you can easily create a “De-Googled” privacy phone yourself!

A live Q/A.

And much more!
