According to a report from Federal News Network, the U.S. Army has implemented a significant change to its voluntary retirement policy, aiming to improve predictability in personnel management and better support soldiers as they transition to civilian life.

Effective immediately, soldiers may now submit voluntary retirement requests between 12 and 24 months before their desired retirement date. This replaces previous timelines and applies across the Regular Army, Army National Guard, and U.S. Army Reserve.

Army officials emphasize that the adjustment will help the service more accurately forecast losses, align personnel movements with Human Resources Command cycles, and provide enhanced transition support.

“This directive modifies the retirement request timeline for Soldiers. The provisions of this directive will enhance the accuracy of forecasting unanticipated losses, synchronize personnel movement cycles… and provide greater support to Soldiers transitioning out of military service,” the Army Directive 2026-08 states.

Soldiers must have at least 18 years of active federal service and be able to meet all obligations by the retirement date. However, those under consideration for new assignments or who have received permanent change-of-station orders are barred from submitting requests, with limited exceptions for those nearing 19 years of service who may request retirement in lieu of a move.

For senior ranks—including lieutenant colonels, colonels, chief warrant officers 4 and 5, and master sergeants through command sergeants major—commanders must provide detailed career assessments, develop utilization plans, and ensure soldiers remain fully mission-capable during the extended window. Approval does not exempt soldiers from duties, deployability, or standards.

The policy, signed by Army Secretary Dan Driscoll, formalizes and makes permanent adjustments previously tested on a pilot basis. It is expected to give the Army greater stability in managing its force while offering soldiers and their families more predictability during one of the most significant career transitions.

In addition to the extensive technology at its disposal, Immigration and Customs Enforcement is devising plans for a bounty-hunting program that would enlist private contractors to help carry out Donald Trump’s mass deportations.

In February, at the start of the Trump administration’s immigration crackdown, news broke that a group of military contractors was circulating a blueprint for mass deportations, to be carried out by private contractors.

Led by Erik Prince, Donald Trump ally and founder of the notorious mercenary firm Blackwater, the group proposed (among other ideas) that Immigration and Customs Enforcement (ICE) create a “skip tracing team” that would send out private contractors to hunt down immigrants targeted for deportation, per reporting at the time by Politico.

Now, there are indications ICE is carrying out those plans.

Last month, the Lever revealed that ICE had signed a $7 million contract with defense contractor SOS International for “skip tracing services.” SOS International, also known as SOSi, has long done business with the federal government, including working with the US military in Afghanistan — and has business ties to one of the military contractors whose name was listed alongside Prince’s in the proposal.

It was the first time, per online federal procurement databases, that an ICE contract description contained the phrase “skip tracing,” a term usually associated with debt collection and bounty hunting. There was little further detail about the services SOSi would provide to Trump’s immigration enforcers.

The contract — with its eerie callback to the Prince deportation blueprint — appears not to be a fluke. Several days later, ICE signed another “skip tracing” contract, this time worth up to $33.5 million, with international debt collector Global Recovery Group LLC.

Then, on Friday, October 31, as the Intercept first reported, ICE’s Enforcement and Removal Operations bureau, the agency’s primary deportation arm, released procurement documents that mapped out new plans to create a bounty-hunting program that would deploy skip tracing methods. Though the documents are preliminary, ICE’s proposed program hews closely to the blueprint drawn up in February by Prince and his cadre of military contractors.

Under the program, private contractors will deploy “all technology systems available” to locate ICE’s targets, the documents say. Contractors would be given a list of ten thousand names at a time and be allowed to ultimately locate “up to 1,000,000” individuals, per the records.

ICE already has plenty of technology at its disposal to identify and track down immigrants, an arsenal that the agency is further building out now that it is flush with cash. But the “skip tracing team” appears distinct in that its mandate would include sending out privately contracted bounty hunters to systematically identify immigrants’ residences and workplaces.

The bounty hunting program would include “performance-based incentives” — cash bonuses for vendors who successfully hunt down immigrants for ICE. This cash payout idea appears to be pulled directly from the Prince memo, which suggested that ICE build out a “bounty program which provides a cash reward for each illegal alien held by a state or local law enforcement officer.”

To judge from ICE’s first skip tracing contracts with SOSi and Global Recovery Group LLC, which are together worth over $40 million, the program will prove yet another gold mine for the military contractors clamoring for their cut of the Trump administration’s multibillion-dollar immigration spending blitz. And that makes sense: it was drafted by those same vendors.

From Blackwater to Bounty Hunting

The core message of Prince’s deportation plan was this: If President Donald Trump wanted to carry out his stated goals of mass deportations, he couldn’t do so alone. “The government,” the plan said, “should enlist outside assistance.”

Although Politico did not publish the complete text of the proposal, what has been made public from the document indicates that Prince was making the suggestion as part of the “special entity” 2USV, a group of defense contractors. (An LLC with the same name has been registered in Wyoming, but many details about the project remain unclear.)

The contractors include former Blackwater employees like Bill Mathews, the company’s former vice president, who pleaded guilty to violating firearms records law related to his work at the mercenary firm, as well as Richard Pere, former head of a Blackwater aviation subsidiary. Most of the Blackwater alumni have not been formally associated with the company in years. Blackwater has gone through a series of acquisitions and name changes since Prince sold the firm in 2010; its latest form is the private security conglomerate Constellis, which still operates the flagship Blackwater training center in North Carolina and is now trying to “drive strategic growth” in its border-operations work.

So far, there are no clear ties between Prince’s current business ventures — including Vectus Global, a murky security firm that is sending drones and mercenaries to the Haitian government — and the vendors now inking deals to carry out ICE’s new bounty-hunting program. But at least one other contractor involved in the initial proposal has business ties to the companies that have been tapped to carry out the plans.

Louis Gobern, one of the names listed in the initial Prince memo, is currently the president of Resilient Logistics Services & Solutions, a defense contractor that advertises its work with the Department of Homeland Security and the Department of Defense. The company names SOS International, ICE’s new skip tracing contractor, as an “industry partner,” and both companies have previously worked as subcontractors on the same Customs and Border Protection contract.

SOS International has been vying for Department of Homeland Security contracts in recent months, poaching one of ICE’s top intelligence chiefs, Andre Watson, in August. The company boasted that Watson, who helped run the ICE program targeting students for political speech, would help the contractor “expand its business and deliver capabilities to the federal and state law enforcement agencies.”

When Politico contacted Mathews, one of the former Blackwater executives, about the proposal in February, he claimed he had heard nothing from the Trump administration about moving forward with the bounty hunter program.

“There has been zero show of interest or engagement from the government, and we have no reason to believe there will be,” he said.

If ICE’s recent multimillion-dollar spending spree is any indication, that is changing.

WASHINGTON (AP) — When President Donald Trump’s administration last month awarded a contract worth up to $1.2 billion to build and operate what it says will become the nation’s largest immigration detention complex, it didn’t turn to a large government contractor or even a firm that specializes in private prisons.

Instead, it handed the project on a military base to Acquisition Logistics LLC, a small business that has no listed experience running a correction facility and had never won a federal contract worth more than $16 million. The company also lacks a functioning website and lists as its address a modest home in suburban Virginia owned by a 77-year-old retired Navy flight officer.

The mystery over the award only deepened last week as the new facility began to accept its first detainees. The Pentagon has refused to release the contract or explain why it selected Acquisition Logistics over a dozen other bidders to build the massive tent camp at Fort Bliss in west Texas. At least one competitor has filed a complaint.

The secretive — and brisk — contracting process is emblematic, experts said, of the government’s broader rush to fulfill the Republican president’s pledge to arrest and deport an estimated 10 million migrants living in the U.S. without permanent legal status. As part of that push, the government is turning increasingly to the military to handle tasks that had traditionally been left to civilian agencies.

A member of Congress who recently toured the camp said she was concerned that such a small and inexperienced firm had been entrusted to build and run a facility expected to house up to 5,000 migrants.

“It’s far too easy for standards to slip,” said Rep. Veronica Escobar, a Democrat whose district includes Fort Bliss. “Private facilities far too frequently operate with a profit margin in mind as opposed to a governmental facility.”

Attorney Joshua Schnell, who specializes in federal contracting law, said he was troubled that the Trump administration has provided so little information about the facility.

“The lack of transparency about this contract leads to legitimate questions about why the Army would award such a large contract to a company without a website or any other publicly available information demonstrating its ability to perform such a complicated project,” he said.

Ken A. Wagner, the president and CEO of Acquisition Logistics, did not respond to phone messages or emails. No one answered the door at his three-bedroom house listed as his company’s headquarters. Virginia records list Wagner as an owner of the business, though it’s unclear whether he might have partners.

Army declines to release contract

Defense Secretary Pete Hegseth approved using Fort Bliss for the new detention center, and the administration has hopes to build more at other bases. A spokesperson for the Army declined to discuss its deal with Acquisition Logistics or reveal details about the camp’s construction, citing the litigation over the company’s qualifications.

The Department of Homeland Security, which includes U.S. Immigration and Customs Enforcement, declined to answer questions about the detention camp it oversees.

Named Camp East Montana for the closest road, the facility is being built in the sand and scrub Chihuahuan Desert, where summertime temperatures can exceed 100 degrees Fahrenheit and heat-related deaths are common. The 60-acre (24-hectare) site is near the U.S.-Mexico border and the El Paso International Airport, a key hub for deportation flights.

The camp has drawn comparisons to “Alligator Alcatraz,” a $245 million tent complex erected to hold ICE detainees in the Florida Everglades. That facility has been the subject of complaints about unsanitary conditions and lawsuits. A federal judge recently ordered that facility to be shut down.

The vast majority of the roughly 57,000 migrants detained by ICE are housed at private prisons operated by companies like Florida’s Geo Group and Tennessee-based CoreCivic. As those facilities fill up, ICE is also exploring temporary options at military bases in California, New York and Utah.

At Fort Bliss, construction began within days of the Army issuing the contract on July 18. Site work began months earlier, before Congress had passed Trump’s big tax and spending cuts bill, which includes a record $45 billion for immigration enforcement. The Defense Department announcement specified only that the Army was financing the initial $232 million for the first 1,000 beds at the complex.

Three white tents, each about 810 feet (250 meters) long, have been erected, according to satellite imagery examined by The Associated Press. A half dozen smaller buildings surround them.

Setareh Ghandehari, a spokesperson for the advocacy group Detention Watch, said the use of military bases hearkens back to World War II, when Japanese Americans were imprisoned at Army camps including Fort Bliss. She said military facilities are especially prone to abuse and neglect because families and loved ones have difficulty accessing them.

“Conditions at all detention facilities are inherently awful,” Ghandehari said. “But when there’s less access and oversight, it creates the potential for even more abuse.”

Company will be responsible for security

A June 9 solicitation notice for the Fort Bliss project specified the contractor will be responsible for building and operating the detention center, including providing security and medical care. The document also requires strict secrecy, ordering the contractor inform ICE to respond to any calls from members of Congress or the news media.

The bidding was open only to small firms such as Acquisition Logistics, which receives preferential status because it’s classified as a veteran and Hispanic-owned small disadvantaged business.

Though Trump’s administration has fought to ban diversity, equity and inclusion programs, federal contracting rules include set-asides for small businesses owned by women or minorities. For a firm to compete for such contracts, at least 51% of it must be owned by people belonging to a federally designated disadvantaged racial or ethnic group.

One of the losing bidders, Texas-based Gemini Tech Services, filed a protest challenging the award and the Army’s rushed construction timeline with the U.S. Government Accountability Office, Congress’ independent oversight arm that resolves such disputes.

Gemini alleges Acquisition Logistics lacks the experience, staffing and resources to perform the work, according to a person familiar with the complaint who wasn’t authorized to discuss the matter and spoke on the condition of anonymity. Acquisition Logistics’ past jobs include repairing small boats for the Air Force, providing information technology support to the Defense Department and building temporary offices to aid with immigration enforcement, federal records show.

Gemini and its lawyer didn’t respond to messages seeking comment.

A ruling by the GAO on whether to sustain, dismiss or require corrective action is not expected before November. A legal appeal is also pending with a U.S. federal court in Washington.

Schnell, the contracting lawyer, said Acquisitions Logistics may be working with a larger company. Geo Group Inc. and CoreCivic Corp., the nation’s biggest for-profit prison operators, have expressed interest in contracting with the Pentagon to house migrants.

In an earnings call this month, Geo Group CEO George Zoley said his company had teamed up with an established Pentagon contractor. Zoley didn’t name the company, and Geo Group didn’t respond to repeated requests asking with whom it had partnered.

A spokesperson for CoreCivic said it wasn’t partnering with Acquisition Logistics or Gemini.

For thousands of years, we have been fascinated by the idea of ordinary people being able to do extraordinary things. Whether it is a story rooted in ancient philosophy or an account of the ‘supernormal’ abilities displayed by eastern monks, the possibility that there exist extended human capacities continues to capture our imagination. We have a wealth of literature and myth dedicated to this topic, and as a result, scientists are finally taking notice. A number of studies and programs have been conducted, with significant statistical results, which demonstrate that these are real phenomena, the implications of which are far-reaching and

One such program to attest to the reality of these extended human capacities is the ‘Stargate’ project, a program established by the United States Army, the Defence Intelligence Agency, and SRI International to study ‘psychic’ phenomenon. The program actually lasted more than two decades, and the results were declassified after the program was supposedly shut down.

Our world is drenched in secrecy (think the black budget), and the United States government (one example) classifies up to five hundred million pages of documents every single year. Even when something is allowed to be published and released for public viewing, it remains a fairly safe assumption that much has still been withheld from public knowledge regarding these programs.

One project under the Stargate umbrella involved remote viewing, which is the the ability of individuals to describe a remote geographical location up to several hundred thousand kilometers away (sometimes even more) from their physical location.

“To summarize, over the years, the back-and-forth criticism of protocols, refinement of methods, and successful replication of this type of remote viewing in independent laboratories has yielded considerable scientific evidence for the reality of the [remote viewing] phenomenon. Adding to the strength of these results was the discovery that a growing number of individuals could be found to demonstrate high-quality remote viewing, often to their own surprise. . . . The development of this capability at SRI has evolved to the point where visiting CIA personnel with no previous exposure to such concepts have performed well under controlled laboratory conditions.” (source)

This effort began, supposedly, because the CIA had concerns about Soviet investigations into psychic phenomenon, as the United States had gathered intelligence showing that the Soviets were engaged in “psychotronic” research.

To learn more about the program. you can refer to these (below) documents:

CIA-Initiated Remote Viewing Program at Stanford Research Institute

21st Century Intelligence -From Historic Past To High-Tech Horizons, The Intelligencer, Journal of U.S. Intelligence Studies, Volume 12, Number 1, Summer 2001.

Precognitive Remote Viewing In The Chicago AreaL A Replication Of The Stanford Experiment

Remote Viewing And The Lost Plane In Africa

“Concerned that a psychical (PSI) gap existed between U.S. and Soviet paranormal research efforts, the CIA sponsored discreet research into paranormal phenomena commencing in 1972. Over the succeeding twenty-three years, the U.S. military and intelligence services were actively involved in paranormal research and operations involving a process known as remote viewing. Remote viewing, which produced specialized human intelligence support, served as part of overall military and government organizations’ intelligence collection efforts.” (source)

To the left is an intelligence photo of a Soviet Tu-22 bomber, one that was outfitted as a reconnaissance aircraft and lost in Zaire in 1979. Remarkably, the plane was then located by an Air Force remote viewer. President Jimmy Carter was aware of this, admitting to national press that the CIA, without his knowledge, once consulted a psychic to locate a missing government plane. According to CNN, he told students at Emory University that the “special U.S. plane” crashed somewhere in Zaire. The only thing is that it was a Russian, not American plan.

According to Carter, “the woman went into a trance and gave some latitude and longitude figures. We focused our satellite cameras on that point and the plane was there.” (source)

According to Paul H. Smith, PhD., and one of the participants in the Stargate project (now a retired US army major), gives us more detail from his book that is sourced below:

“In March 1979, a young Air Force enlisted woman names Rosemary Smith was handed a map of the entire continent of Africa. She was told only that some-time in the past few days a Soviet Tu-22 bomber outfitted as a spy plane had crashed somewhere in the continent. The United States desperately wanted to recover the top secret Russian codes and equipment the Tu-22 carried. Using their remote viewing skills, she pinpointed the wreckage, even though it had been completely swallowed by the jungle canopy into which the jet had plunged nose first. (source, pg. 31)

This is one example of many successful ‘hits’ that came out of the program. For example, prior to the flyby of Jupiter by Pioneer 10, a spacecraft launched into space in 1972 and the first to fly directly through the asteroid belt and make observations of Jupiter, a gentleman by the name of Ingo Swann was able to successfully describe and view a ring around Jupiter which scientists had no idea even existed. This took place precisely before the first ever flyby of Jupiter by NASA’s Pioneer 10 spacecraft, which confirmed that the ring did actually exist. These results were published and they are linked earlier in this article.

“To determine whether it was necessary to have a ‘beacon’ individual at the target site, Swann suggested carrying out an experiment to remote view the planet Jupiter before the upcoming NASA Pioneer 10 flyby. In that case, much to his chagrin (and ours) he found a ring around Jupiter, and wondered if per- haps he had remote viewed Saturn by mistake. Our colleagues in astronomy were quite unimpressed as well, until the flyby revealed that an unanticipated ring did in fact exist.” (source)

Pretty fascinating, isn’t it? Swann went on to write about the Moon, and other strange factors that are associated with space we have yet to become aware of. You can access those books here.

It’s also important to mention here that these are black budget programs — programs which have very little, if any, oversight from Congress. Within these we have Special Access Programs (SAP), and from these we have unacknowledged and waived SAPs. These programs do not exist publicly, but they do indeed exist. They are better known as ‘deep black programs.’ A 1997 US Senate report described them as “so sensitive that they are exempt from standard reporting requirements to the Congress.” You can read more about it here.

The former Canadian defence minister Paul Hellyer once told us that, “It is ironic that the U.S. would begin a devastating war, allegedly in search of weapons of mass destruction, when the most worrisome developments in this field are occurring in your own backyard. It is ironic that the U.S. should be fighting monstrously expensive wars in Iraq and Afghanistan, allegedly to bring democracy to those countries, when it itself can no longer claim to be called a democracy, when trillions, and I mean thousands of billions of dollars have been spent on projects about which both the Congress and the Commander in Chief have been kept deliberately in the dark.”
