July 14 (Reuters) – A federal judge ​on Tuesday blocked U.S. President Donald Trump‘s administration from enforcing a policy that targets foreign nationals who ‌study disinformation and hate speech on social media for visa denials and deportation.

Chief U.S. District Judge James Boasberg in Washington sided with, opens new tab the Coalition for Independent Technology Research in finding that the administration’s policy likely unlawfully burdens the speech of non-citizen researchers in the United States in ​violation of the U.S. Constitution’s First Amendment.

The group’s lawsuit alleged that the U.S. State Department, while claiming it is ​fighting online censorship that Trump’s allies have argued has affected conservative speech on social media, ⁠had been engaged in a far-reaching campaign of censorship targeting researchers and anti-disinformation advocates.

Boasberg, who was appointed by Democratic ​President Barack Obama, agreed, saying the policy treated non-citizens’ research and advocacy in favor of greater content moderation as the ​basis for visa denials, exclusion or removal in violation of the First Amendment’s free speech protections.

He said non-citizens, including researchers working with the San Francisco-based group, “could reasonably understand the policy to place their immigration status at risk — not because they wield foreign sovereign power or facilitate ​its censorship, but simply because they work in content moderation.”

Carrie DeCell, a lawyer for the coalition at the Knight ​First Amendment Institute at Columbia University, in a statement welcomed the judge’s ruling, which she said “recognized the serious constitutional harms this policy ‌is already ⁠causing.”

“This policy punishes researchers for work the public needs and the First Amendment protects,” DeCell said.

The State Department did not immediately respond to a request for comment.

The administration has made free speech, particularly what it sees as the stifling of conservative voices online, a focus of its foreign policy, including in Brazil and in Europe.

In May, Secretary of State Marco ​Rubio announced a visa ban ​on foreign nationals “complicit in censoring ⁠Americans.” Rubio said some foreign officials have engaged in “flagrant censorship actions against U.S. tech companies and U.S. citizens and residents when they have no authority to do.”

In December, ​the State Department imposed visa bans on five Europeans, including a former European Union commissioner and ​anti-disinformation activists whom ⁠Rubio called “leading figures of the global censorship-industrial complex.”

The department did so after EU tech regulators that month fined Elon Musk’s social media company X €120 million ($140 million) in the first sanction imposed under the EU’s landmark Digital Services Act, which is intended to ⁠combat hateful ​speech, misinformation and disinformation.

Among the five hit by the visa ban were ​Imran Ahmed, the British CEO of the U.S.-based Center for Countering Digital Hate, and Clare Melford, co-founder of the Global Disinformation Index. Their groups are ​members of the Coalition for Independent Technology Research, the lawsuit said.

Speaking on Fox Business on Wednesday morning, Labour Department inspector general Anthony D’Esposito said that it would be the most aggressive action against foreign labour fraud.

“We are going to take an aggressive action, what we believe is probably the most aggressive action against foreign labour fraud by an inspector general. We have already started to issue dozens of subpoenas. We are going to make sure that we track down every lead. We have whistleblowers talking about some of the biggest companies like Cognizant, who have been sort of in the chatter of issues like PERM and H1B visas,” D’Esposito said.

Geoengineering is just jet exhaust (EPA Chief Lee Zeldin said this, which is a total provable lie). They are tripling down on official denial, and, yes, all other administrations denied it as well, but it is worse now than ever. . .. This cast of characters in Washington are doing everything in their power to virtually gut any and every form of environmental modification and monitoring systems that allow us to track climate engineering.

They are doing everything they can to hide these operations until the moment of impact. . .. We already have an illegal federal gag order on the nations’ weathermen. That’s the National Weather Service and NOAA with a gag order on all ‘agency operations.’”

Wigington says he knows for a fact the green energy climate advocates remain silent about the ongoing operations of geoengineering. Wigington says, “In the climate science community, you have the same degree of cowardness as the medical community and the CV19 shots. There are so many so-called climate scientists that say, gee, we might be in trouble at the end of this century, when we are in freefall right now. . .. There is no speculation in this equation. I want to make this clear. This is not theory or conjecture. What is coming is beyond what most people can imagine.”

“Freefall’ means farmers will start having trouble growing food and raising livestock. Even the bees are signaling big trouble as Wigington points out, “There is a concerted effort in the power structure to feed normalcy bias into the US population until the last possible moment. We are pretending some sort of economic policy will fix everything. When the environment doesn’t function, it’s game over. Pollen production is down by about 95% — again 95%. When there are no pollinators, there will be no people. This should be headlines everywhere.”

Several well-known celebrities have offered to help Wigington but got cold feet or possibly threatened to keep quiet. Wigington says, “Chuck Norris offered to write articles for WND . . . and then he suddenly went off the radar. I was told by a mutual friend that Chuck was told to leave this issue alone. . .. Merle Haggard (before he passed in 2016) and Willie Nelson were going to do something to bring attention to this issue, and that got stomped out. I have had packages put in the hands of Robert Downey, Jr., Jane Fonda, Martin Sheen and, of course, Chuck Norris.

Everybody seems to know how long their leash is. Anybody that moves up to a high spot is beholden to the powers that be to some degree. These fires are being stomped out. I have had interview requests from CNN, MSNBC, USA Today, National Geographic and the BBC. All of those were stomped out before they reached the finish line. I wonder why? Those in power cannot afford any credible data to come to the surface on this issue.”

Last week, President Donald Trump signed an executive order to withhold federal funding from schools and universities that require students to be vaccinated against covid.  The Trump Administration has also terminated the Centres for Disease Control and Prevention’s (“CDC’s”) “Wild to Mild” flu vaccination campaign, which aimed to encourage high-risk groups to get vaccinated.

Now President Trump’s Administration is considering a plan that could lead to a suspension of mRNA covid injections for all age groups in the United States.

Key health figures in the administration, including Dr. Jay Bhattacharya, who has been nominated to lead the National Institutes of Health (“NIH”), previously backed a petition calling for the mRNA vaccines to be paused and re-tested due to concerns about side effects and deaths.

As reported by the Daily Mail on Wednesday, “Covid vaccines could be suspended for all age groups in America under radical new plans backed by key health figures in the Trump Administration.”  The Daily Mail doesn’t provide information about the “radical new plans,” only that “several experts poised for top jobs in US health agencies” have stated the injections are causing widespread adverse effects and deaths.

Dr. Jay Bhattacharya, who has been nominated to lead the National Institutes of Health (“NIH”), has backed a petition, ‘The HOPE Accord’, calling for the mRNA “vaccines! to be paused and retested.

The HOPE Accord states that there is a causal link between the mRNA injections and an alarming rise in excess deaths worldwide, with hundreds of thousands of more people in the US dying than would normally be expected during and after the pandemic.  It states that the burden of proof falls on those advocating for the vaccines to demonstrate that they are not resulting in net harm, and until such evidence is presented, regulators should suspend their use as a matter of standard medical precaution.

Robert F. Kennedy Jr., who is the newly appointed Secretary of Health and Human Services (“HHS”), has privately expressed concerns about the vaccines and has signalled that he is open to axing them if the data supports it.

Kennedy has expressed uncertainty about the effectiveness of covid injections, stating that he doesn’t know whether they work due to a lack of a good surveillance system, while the communications director for his presidential bid, Del Bigtree, has suggested that the vaccines are causing excess deaths and leaving people vulnerable to infections.

Dr. Aseem Malhotra, a British cardiologist being considered for a health advisory role and who has also signed The HOPE Accord, has called for the injections to be suspended and reassessed.

Kash Patel, who has been nominated as Federal Bureau of Investigation (“FBI”) director, has previously promoted Warrior Essentials, a wellness company,  which sells three different supplements claiming to undo the damage from the spike protein induced by the covid “vaccines.”

How a ban would be implemented is still not clear, the Daily Mail said.  A total ban would require the FDA to withdraw its approval status for safety or effectiveness reasons.

In his new role as head of HHS, Kennedy has power over the CDC panel that decides the immunisation schedule for children and adults.  And as NIH chief, Dr. Bhattacharya could prioritise funding research into vaccines, potentially revealing harms or safety concerns that other agencies could use to ban them.

Some US states and districts have already moved to ban covid injections or are considering banning them.

In Idaho, the Southwest District Health Board voted last year to halt its covid vaccination programme, becoming the first health district in the US to enact such a ban.

In Montana, a bill to ban mRNA vaccines was introduced but was voted down by the state House of Representatives on 19 February 2025.

A bill was introduced on 14 February in the Kentucky House of Representatives that would ban, until 1 July 2035, the administration of “any human gene therapy product for any infectious disease.”

And according to the Daily Mail, bans are being considered in Tennessee, Iowa and Washington.

Lawrence O. Gostin is a global public health attorney. He has held high-level positions in the World Health Organisation and has been involved in drafting the controversial Pandemic Treaty and International Health Regulations (“IHR”) amendments.

“Lawrence Gostin seems to have been at the centre of every really bad public health effort over the past 25 years,” Dr. Meryl Nass writes.

Gostin was present during the WHO’s negotiations on the IHR amendments and played a key role in their adoption, with the US Health and Human Services Secretary threatening to walk away if the amendments were not adopted. And so, they were adopted.

“That’s how it happened. It should have failed. But the big bully came in and said he was taking his toys and going home if everybody didn’t cooperate,” Dr. Nass said.

It Turns Out that the WHO’s International Health Regulations Amendments Were Doomed to Failure Until an 11^th-Hour Intervention

In case you did not already know that the Biden administration and the Department of Health and Human Services were the leaders in carrying out the Globalist agenda, now you will.

Apologies for this long introduction, but Mr. Gostin has been my bête noir for the past 23 years, and it is extremely important to explain who Gostin is, what he has done, and the enormous influence he has had in the pandemic/bioterrorism landscape as a medical-legal “expert” on vast matters.

I talked about how Maurice Strong, and then Gro Harlem Brundtland almost singlehandedly brought the globalist climate-health agenda forward from around 1970. Lawrence O. Gostin’s name should be #3 in this list, beating out even Jeremy Farrar and Tony Fauci, who would be #s 4 and 5. These people created the architecture, the framework, the academic foundation from which the edifice of global governance through public health was created.

Lawrence O. Gostin is a global public health attorney (he used to call himself a public health attorney but now calls himself a global health attorney) who leads an Institute at Georgetown University. His career trajectory for at least the past 25 years has involved trying to centralise power over citizens via public health while restricting our human rights. He has a face and biography only a mother could love.

He served on the WHO/Global Fund Blue Ribbon Expert Panel: The Equitable Access Initiative to develop a global health equity framework. He chaired the WHO Health and Migration Consultation on Knowledge and Research in Migrant Health, including the WHO Triple Billion Goals …

He has chaired National Academy Committees on national preparedness for mass disasters, health informational privacy, public health genomics, and human subject research on prisoners.

Commissioned by the White House, Prof Gostin currently chairs the National Academies Committee on Current State of Research, Development, and Stockpiling of Smallpox Medical Countermeasures.

Prof. Gostin co-chaired the Lancet Commission on Global Health Law, which proposed the foundational concept of the Legal Determinants of Health.

Professor Gostin has been at the centre of public policy and law through multiple epidemics from AIDS, SARS, and Influenza H1N1 to Ebola, MERS, Zika, and mpox. The Washingtonian Magazine lists Prof Gostin as the most influential 500 people shaping policy in America. He served on two global commissions to report on the lessons learned from the 2015 West Africa Ebola epidemic. He was also senior advisor to the United Nations Secretary General’s post-Ebola Commission. Prof. Gostin also served on the drafting team for the G-7 Summit in Tokyo 2016, focusing on global health security and Universal Health Coverage.

Throughout the covid-19 pandemic, Prof Gostin has worked with the White House, federal public health agencies, and governors in the United States, as well as the World Health Organisation, GAVI, and the World Bank. Gostin currently serves as a member of the Independent Panel for a Global Public Health Convention (PGPHC): “global leaders working to strengthen the world’s ability to prevent, prepare, and respond to infectious disease outbreaks before they become widespread pandemics.” Prof. Gostin also serves on the Panel for the Global Health Security Index – the world’s most comprehensive assessment of global health security capabilities in 195 countries. He chairs the O’Neill Institute/Foundation of the National Institutes of Health Global Consultations on a Pandemic Treaty in support of the World Health Organisation …

Prof. Gostin is a Member of the Council on Foreign Relations.

With CDC, Professor Gostin drafted and then lobbied for the Model State Emergency Health Powers Act (“MSEHPA”) in 1999-2001, for which he was paid about $1,000,000. How convenient for CDC to have a model draft ready and waiting before the anthrax letters attack, which Gostin is said to have updated after the letters were sent.

It was primarily the MSEHPA which gave state governors new dictatorial authorities to impose most aspects of the covid lockdowns. Wikipedia says 40 states passed a version of it. According to Wikipedia, critics of the MSEHPA noted the following:

The Association of American Physicians and Surgeons claimed that the draft used sweeping language to the extent that it “could turn governors into dictators” since the MSEHPA gave governors the authority to declare public health emergencies, and afterward force vaccinations on the general public without their informed consent. The deployment of state National Guards could be used to administer the vaccines or substances. Legal liabilities for drug companies which manufactured the vaccines and/or substances were removed. ACT-UP/San Francisco protested the MSEHPA, stating it was a potential assault on gay men who could be rounded up en masse as vectors of disease, and the leaders of ACT-UP were jailed for three months on anti-terrorism charges for their protest.

Lawrence Gostin seems to have been at the centre of every really bad public health effort over the past 25 years. And he has been at the centre of the WHO’s Pandemic Treaty and International Health Regulations (“IHR”) amendments negotiations. He writes articles to push them. He is in the room with the negotiators. He advises the WHO Director-General.

Today his university and his department held a webinar on bird flu and vaccines at which Gostin spoke. It was extremely interesting. Below is the programme, which expanded beyond bird flu. I hope it goes online so others can watch.

I will post later on the H5 vaccines.

But now I want to repeat what Gostin said about the WHO’s negotiation of the IHR amendments on 1 June, the final day of the World Health Assembly. Recall that the diplomats had been unable to make a deal. Below is as close to verbatim as I could make it, taking notes as fast as possible while Mr. Gostin spoke:

“The IHR negotiations were collapsing. We thought they would collapse. Then, US HHS Secretary Becerra came into the room and said the USA would be walking away from this if we didn’t adopt it now, on the very last day. And then they did.”

So that’s how it happened. It should have failed. But the big bully came in and said he was taking his toys and going home if everybody didn’t cooperate. Reminds me of Vice President Biden threatening Ukraine’s former Prime Minister that if the prosecutor investigating Burisma (where Hunter was on the Board) wasn’t fired in a couple of hours, Biden would be taking his billion-dollar deal home.

We now have IHR amendments that, while watered down, are still more intrusive than we like. President Trump will be able to reject them, hopefully along with the WHO and Pandemic Treaty negotiations. The January 2022 US proposal on the earlier IHR amendments was to give nations only 6 months to reject new amendments. Had the US been able to get that through (it couldn’t), then by the time Trump took office it would have been too late to reject them.

The Biden administration is going to end a slew of COVID-19 vaccine mandates, including its requirement that foreign travelers provide proof of COVID-19 vaccination, officials said on May 1.

The mandate for noncitizen nonimmigrants arriving by air will end on May 12, as will mandates for federal workers and federal contractors, the White House stated.

The proof of vaccination required at U.S. land borders will also end on May 12, according to the U.S. Department of Homeland Security.

Mandates for Head Start employees and health care facilities certified by federal regulators will also be wound down in the future, the administration stated, although no specific dates were given.

Mandates imposed by some agencies, including the National Institutes of Health, will remain in place for now, the White House told The Associated Press.

The mandates were imposed by President Joe Biden and top deputies in 2021 as the administration tried to increase the number of vaccinated Americans, despite a growing body of evidence that the vaccines bestow transient protection against symptomatic infection and hospitalization.

Some of the vaccination requirements have been blocked by court, including one for federal workers, after judges said they were likely illegal. One for large private employers was struck down by the Supreme Court, and another for members of the military was withdrawn because of a bill passed by Congress.

The White House stated that the mandates “helped ensure the safety of workers in critical workforces including those in the healthcare and education sectors, protecting themselves and the populations they serve, and strengthening their ability to provide services without disruptions to operations,” adding that the mandates “bolstered vaccination across the nation, and [the] broader vaccination campaign has saved millions of lives.”

A White House spokesperson pointed to a blog post from the Commonwealth Fund that was based on modeling.

“White House advisors were not smart. Initially, there was no proof that forcing a third party provided additional benefit to someone who was vaccinated. Then, it was clear by summer 2021 that vaccine cannot hold transmission. Ergo mandate[s] always unethical,” Dr. Vinay Prasad, a professor at the University of California, San Francisco, wrote on Twitter.

Biden is among the officials who have made false claims about the vaccines, which don’t prevent transmission, infection, or severe illness.

“You’re not going to get COVID if you have these vaccinations,” he said. Meanwhile, a top COVID-19 adviser falsely said in 2022 that there are no serious side effects of the shots.

Biden previously announced that the COVID-19 public health emergency is going to end on May 12. But it was unclear whether the mandates would be rescinded at the same time.

The COVID-19 national emergency, a similar declaration, ended this month after Biden signed a bill approved by Congress.

The emergency declarations underpinned many of the mandates.

The U.S. Centers for Disease Control and Prevention (CDC), whose definition of “fully vaccinated” has forced millions of Americans to receive multiple doses of a Moderna or Pfizer vaccine or the single-shot Johnson & Johnson version, just said that foreign travelers would meet the mandated requirements if they received one shot of the unproven, updated Moderna and Pfizer formulations.

Some 81.3 percent of the U.S. population had received at least one vaccine dose as of April 26, according to the CDC. But just 16.8 percent of people had received an updated booster shot, an indication of how unpopular the vaccines have become.

The CDC stated that more than 1.1 million people have died with COVID-19 in the United States, although critics note that the deaths include people who had a different primary cause of death. For the week ending on April 26, though, the death toll was just 1,052—the lowest since March 2020.

“While vaccination remains one of the most important tools in advancing the health and safety of employees and promoting the efficiency of workplaces, we are now in a different phase of our response when these measures are no longer necessary,” the White House stated.
